**Job Overview**:
GAO requires security administrative support services in IO’s SEM/Personnel and Industrial Security (PERSEC) Branch to offer professional support services by individual qualified in the personnel security and/or industrial security administrative disciplines. Services under this contract shall be performed on-site within the GAO Building, 441 G Street, N.W., Washington, DC 20548.

Required security support services include initiating all GAO agency personnel within eApp system for background investigation questionnaires, reviewing background investigation information for accuracy and completion, assembling data and information for submission to the appropriate entities to conduct background investigations, capturing and submitting fingerprints using an electronic system, assembling and maintaining personnel security files/data, and other administrative security services as requested by the Contracting Officer’s Representative (COR).

**Job Duties**:

- Initiation of all agency personnel in National Background Investigation Services (NBIS) eApp system; inviting and assisting employees/contractors into the eApp electronic background investigations system.
- Reviewing completed personnel security forms to ensure accuracy and completeness in accordance with applicable policies and directives.
- Preparing correspondence for personnel security records and background investigations.
- Submitting Standard Form 86 Certification (SF 86C) to all agency personnel for updating of personnel security questionnaires previously completed and filing completed SF 86C in personnel security file.
- Capturing and submitting fingerprints utilizing National Background Investigation Services (NBIS) Secure Web Fingerprint Transmission (SWFT) system.
- Referencing the Central Verification System (CVS)/Joint Personnel Adjudication System (JPAS) and Defense Information System for Security (DISS) database for prior investigations, adjudications and clearance eligibilities for employees/contractors and/or ordering available investigations.
- Recording and tracking multiple personnel security tasks to completion.
- Creating and maintaining personnel security files for agency personnel.
- Retrieving security files for review by investigators or other persons requiring access thereto, to include verifying credentials and documentation of third-party access.
- Reviewing and analyzing incoming reports of investigation (Tier Levels) received via the e-Delivery system and placing them in the appropriate designated area/location.
- Submit completed background investigations within system via workflow requirements to the appropriate Personnel Security Specialist.
- Generate credit reports for agency personnel.
- Submit a (GAO form 71A) in reference to employees that require a national security clearance. Special accesses (DOE clearances, SCI access, NATO access, etc.). - Sponsor agency personnel into USAccess system.
- Submit (GAO form 71B) in reference security clearance terminations. (Special accesses, DOE clearances, SCI access, NATO access, etc.).
- Preparing and submitting clearance justifications (GAO form 71D) to Managing Directors (MDs), MD Designees and/or team Security Managers. Reviewing completed forms to ensure accuracy and upload document in case management system. (SCMS)
- Updating all PERSC actions (documents received, background investigations initiated, receipt of investigations, fingerprint submissions, separation of agency personnel, disciplinary actions, etc.) Security Case Management System. (SCMS)
- Responding to telephone, electronic and in-person inquiries by GAO employees/contractors and their supervisors as to investigation status, clearance actions, etc.
- Providing case status reports to COR and/or SEM/PERSEC Branch Manager upon request.
- Protecting GAO agency personnel personally identifiable information (PII) and data from unauthorized disclosure, according to applicable government regulations

**Qualifications**:
The contractor’s personnel to work in support of this labor requirement must be U.S. citizens, have successfully undergone a minimum of a Tier 5 Investigation which has been favorably adjudicated in accordance with the National Industrial Security Program (NISP), to support a High-Risk Position of Trust and access to classified information. The personnel must also have or be able to obtain and maintain an active security clearance at the Top-Secret level. Further, contractor personnel must have experience processing and reviewing documentation for personnel security investigations including collecting fingerprints (manually), initiating, and submitting requests for personnel security investigations via e-QIP, utilizing CVS/JPAS for records, investigations and agency adjudications.
