The Field Inspector will coordinate and supervise all inspection services for the pipeline and pipeline facilities. Duties include safety, environmental, the supervision and direction of other Inspectors, coordination with the contractor, organization of the work, interpretation of drawings and specifications, and the overall acceptability of work and materials and coordination with the requirements of Texas International Terminals. This position will oversee maintenance repairs and project execution plans to ensure alignment with operational requirements and standards such as API 510, 653, 570, RP 576, RP 579, 580, 581, and NACE.

Example: Ensure that tanks are repaired, altered, or re-constructed in accordance with API Standard 653, and Client specifications / drawings. Inspection shall include safety, environmental, suitability for service, brittle fracture considerations, inspection, materials, design considerations for reconstructed tanks, tank repair and alteration, dismantling and reconstruction, welding, examination and testing, marking and record keeping, evaluation of tank bottom settlement, and checklists for tank inspection.

**Accountabilities**:

- Promote a safe working environment.
- Verify that work crews have approved Permits prior to commencing work.
- Ensure Contract Inspectors have the latest revision of the drawings, specifications governing the work, permits and approved procedures.
- Collect and review and approve all Daily Inspection Reports.
- Confirm adequate resources for activity and alignment with Bid/Proposal.
- Manage Day to Day QA/QC tasks with contractors.
- Verify contactors are following the Execution plans for projects. Any deviation to plans and specifications shall be escalated to the Construction Manager or Project Manager for approval.
- Gather all construction documentation, i.e. Weld Procedures, Weld Procedure Qualification, Welder Qualification, Weld Repair Procedures, Weld Map, X-Ray Logs, Hydrotest Documents, etc. to be maintained and accessible in electronic form.
- Provide a Daily Inspection Report.

**Responsibilities**:

- Provide direction and guidance to onsite inspectors to ensure proper management of Daily Field Ticket sign off.
- Work is prioritized and crews are working efficiently.
- Minimize field changes and promote a No Change mindset.
- Ensure all construction documentation.
- Communicate field work with local operations.
- Ensure the crews have the latest revision of the drawings, specifications governing the work, permits and approved procedures.
- Follow Day to Day QA/QC items with the Contractor and provide guidance for resolution of any issues or get with the Chief Inspector to resolve issues
- Accepting or rejecting the tank repairs is the responsibility of the inspector.
- Document all Non-conformance report (NCR)

**Experience Required**:

- Minimum of 5 years’ as general inspector managing facility projects.
- Minimum of 5 years’ experience with tank repairs/projects. Proficient with API 653 and associated quality assurance testing. Work experience with tank fabricator, desirable.
- Must have certifications in API 510, 570, 653, and preferably CWI.
- Capable of interpreting P&IDs, Construction specifications and drawings.
- Regulatory experience (OQ requirements, DOT, OSHA) a plus.

**Other Requirements**:

- Good Communication skills both verbal and written.
- Ability to plan and schedule tasks.
- TWIC credentials
- Pass a “Fitness to Work” medical exam as required.
- Pass a background check.
