Duties

Serves as a manager at a Bureau of Prisons (BOP) federal correctional institution.

Responsible for planning immediate and long range staffing needs.

Develops a recruitment and staffing plan to identify management's needs.

Responsible for overseeing staffing functions that include requesting certificates of eligibles, scheduling and conducting interviews, BOP-HIRES issues, and preparation of security clearance requests.

Responsible for ensuring accurate guidance is provided on pay administration issues.

Responsible for local labor management negotiations.

Responsible for administering the leave program in a fair and consistent manner in accordance with the law and other applicable rules/regulations.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

**Qualifications**:
To be considered for the position, you must meet the following qualification requirements:
**Education**:
**GS-11**: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

**GS-12**: There is no substitution of education for specialized experience for this position at these levels.

OR

**Experience**:
**GS-11 and GS-12**: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.

**Some examples of this qualifying experience are**:
**GS-11**:
Experience working with a Human Resource program for an organization with a variety of administrative and professional occupations.
Experience providing guidance on human resource programs and issues to employees.

**GS-12**:
Experience working with multiple Human Resource programs for a large organization with a variety of administrative and professional occupations.
Experience providing guidance on multiple human resource programs and issues in a large organization to managers/supervisors.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution.

The representative rate for this position is $126,984 per annum ($60.85 per hour).

**Special Conditions of Employment Section**:
Initial appointment to a supervisory/managerial position requires a one-year probationary period.
