**Job Summary**:
Major duties and responsibilities include, but are not limited to:

- Completes comprehensive analyses of services and programs, evaluating factors affecting services and implementing proposals and plans for system improvements. This includes participating and/or acting as a lead for activities involving the review and evaluation of member concerns, assessing system gaps and the current practice of contractors and providers to identify corrective actions and formulate solutions to improve the quality of services offered and rendered within the AHCCCS Managed Care network and public health care system.
- Conducts literature reviews and engages in collecting background research related to analytical methods, data presentation methods, and other topics as requested by the Adult System of Care Program Administrator. Participates in and/or leads policy and contract revision work groups and activities to support advancement and quality improvement in the integrated service delivery system with a primary focus on evidence-based behavioral health related services and practice.
- Analyzes behavioral health data in partnership with external contractors, stakeholders, and other AHCCCS divisions. This includes accessing multiple databases and data warehouses, preparing and cleaning data, independently completing data analyses utilizing advanced data/statistical analysis techniques, creating summaries and presentations of data analysis outcomes and proposing changes to current contracts, policies and quality metrics as need and/or directed. Also includes writing and publishing reports and protocols for AHCCCS staff, MCOs, and internal/external stakeholders.
- Supports and participates in other quality and utilization management activities, internally within AHCCCS and externally on behalf of AHCCCS. This includes participating in and/or acting as a leader in cross-divisional and cross-agency work groups, review and evaluation of trended data and outcomes, participating in site visits as needed, and providing updates to AHCCCS Leadership as requested.
- Presents, orally or in writing, data analyses, survey results, and program evaluation findings and analyses. This includes acting as an official representative of AHCCCS when providing public presentations on program data, engaging in strategic planning efforts, and evaluating/monitoring outcomes identified in the strategic plan.

**Knowledge**:

- Understanding of the purpose, goals and philosophy regarding Adult Recovery Teams/Person Centered Planning
- Adult System of Care strategies and programs, specifically programs, services, interventions, and treatment modalities for individuals living with Substance Use Disorder(s), individuals who have been incarcerated, and individuals who are living with a Serious Mental Illness (SMI) diagnosis
- Medicaid Policy and managed care systems
- Managed care contract requirements and expectations
- Delivery of Medicaid reimbursable behavioral health services to both GMH/SU and SMI populations
- Role of/legal jurisdiction of ADJC, AOC, ADE and ADES/DCYF and DDD
- Clinical knowledge of evidence based practices regarding integrated behavioral/physical health services and needs
- Clinical best practices, best practice protocols, and interventions/modalities for working with adults and families.
- Mediation protocol when working with health plans, healthcare providers, members, and the community
