Position Summary

Under the supervision of the Director of Public Works, performs accounting, bookkeeping, and clerical tasks including the processing of water and sewer billings for City customers and the recording and balancing of customer accounts on a monthly basis. Assists customers with billing information and requests. Works closely with the Water Department to ensure accurate and timely billing and service.

Essential Job Functions:
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

1. Processes water and sewer billings for system customers on a monthly basis ensuring accurate and timely billing. Enters data including all meter readings, reviews data for irregularities and omissions, computes and verifies totals and prepares bills and second notices for mailing.

2. Sets up and maintain automatic bank drafting for customer accounts.

3. Enters data including utility cash receipts into personal computer software package; balances sales to City General Ledger and collections to Treasurer’s Office records.

4. Prepares payment and accounts receivable journal entries and revises accounts receivable for corrections/adjustments as required. Maintains detailed records and documentation in accordance with City policies and generally accepted accounting principles.

5. Prepares annual listing of delinquent water bills to be added to the tax roll in accordance with City Ordinance.

6. Types correspondence, memoranda, forms, reports and confirmations as well as other items as assigned.

7. Responds to requests from other departments, entities, and supervisors for information regarding current and historical billings and accounts receivable documentation and reports.

8. Processes shut off notices for nonpayment and follows up with the Water Department to ensure timely shutoff and turn on. Working within departmental guidelines and procedures, assists customers in establishing payment schedules.

9. Prepares work orders for the Water Department for water billing situations and as requested by customers to ensure accurate billing.

10. Responds to water billing inquiries made by phone and in person, providing necessary forms, reviewing paperwork, and taking appropriate action to resolve questions or concerns. Notifies supervisor of potential problems.

11. Develops and maintains procedural manual related to utility billing.

12. Provides back-up support to other functions of the department.

13. Performs related work as required.

Requirements include the following:

- An Associate’s Degree or the equivalent in accounting or a related field; Bachelor’s degree preferred.
- Two years of accounting, business, or other work related experience preferably in a direct customer service position.
- Knowledge of basic accounting and governmental accounting principles and practices as well as general office operations and clerical procedures and practices.
- Skill in handling complex customer services issues with tact and diplomacy.
- Ability to establish and maintain effective working relationships with employees, supervisors, and the general public.
- Ability to learn the policies and procedures specific to the City’s Finance Department.
- Ability to operate general office equipment.
- Ability to utilize a computer and related word processing and spreadsheet software.
- Ability to gather and analyze data for the purpose of preparing accurate and timely reports, memoranda, letters, and responses to requests for information.
- Ability to type and enter data with speed and accuracy.
