**Job Summary**:
Conducts the analysis of space utilization, determines space requirements for educational programs and create solutions for evolving educational practices. Coordinates furniture and equipment needs, allocations, cost, and priority with school administrators. Ensures school sites are properly equipped to meet the educational mission of the School District of Philadelphia. Develops and implements the Educational Adequacy Plan for newly constructed and renovated facilities. Reviews current programmatic and instructional initiatives to develop short-range and long-range plans that meet the needs of the school, community and District. Serves as a liaison with the Office of Capital Programs and school administrators. Attends community meetings.

**Essential Functions**:

- Participates in the planning and development of educational facilities; works closely with school and academic office administrators to ensure the design of newly constructed or renovated schools complements the goals and objectives of the designated educational program.
- Assists in developing the Educational Adequacy Plan based on the goals and objectives of the educational plans delineated by academic office administrators, principals, and department heads.
- Reviews the previous year’s budget and monitors the budget for the current fiscal year.
- Analyzes the educational program needs at new and redesigned school sites and purchases supplies, materials, furniture, equipment and textbooks for those facilities.
- Coordinates delivery of furniture, equipment and educational materials to school sites.
- Develops, implements and monitors the Long-Range Facilities Master Plan which incorporates data on educational plans, enrollment data, demographic changes, infrastructure improvements and building characteristics.
- Conducts research and analysis of space utilization, determine space requirements for improved educational practices, and create solutions to meet evolving educational needs.
- Interprets and disseminates information to architects and consultants regarding the academic program.
- Serves as a liaison between Design and Construction teams and school administrators.
- Assists in developing or improving design standards as it relates to interior and educational environment.
- Actively participates in thought leadership and industry events, visioning, and critical thinking while collaborating with design and construction teams and educators.

**Qualifications**

**Minimum Requirements**:

- Master’s degree from an accredited college or university.

**Knowledge, Skills and Abilities**:
**Demonstrated knowledge of**:

- the principles and practices of the administration of educational programs.
- short-range and long-range planning processes and techniques.
- current educational trends and techniques which pertain to effective schools.

**Ability to**:

- read and understand architectural and engineering plans, drawings, and documents.
- analyze procedural problems and make recommendations for change.
- set priorities, coordinate multiple activities and meet critical deadlines.
- develop the Long-Range Facilities Master Plan.
- independently read, review, and comment on design documents produced by architects and engineers.
- use the Commonwealth of Pennsylvania’s Plan-Con process.
- communicate effectively, both orally and in writing.
- establish and maintain effective working relationships.
