**WAUSHARA COUNTY POSITION DESCRIPTION**

**TITLE**:Specialist

**DEPARTMENT**:Highway/Solid Waste

**FUNCTION**:
Responsible for accumulation of accurate cost data including labor, machinery and materials, input of data into computer system and various other cost related accounting tasks. Performs secretarial functions relating to Highway and Solid Waste. Promotes Waushara County through public & customer relations.

**MAJOR RESPONSIBILITIES**:
**Daily**:
1. Make changes in rate tables for CHEMS based on employee labor and equipment and verify.

2. Coding and computer entry of employee’s daily labor and machinery time. Post to individual summary sheets, work orders and verify. Also charge shop materials to machinery. Enter materials and supplies into computer and verify. Maintain parts inventory.

3. Provide receptionist coverage for Departments, including but not limited to, greeting the public, answering the telephone and radio in a manner that conveys a positive and helpful image, directing the public to the appropriate staff or department.

4. Prepare weekly deposit to County Treasurer.

5. Collection of solid waste recycling and receipting payments.

6. Maintain fleet maintenance program in CHEMS. Print related reports.

7. Maintain database for automated fuel system. Retrieve daily transactions.

8. Assist shop foreman with inventory and other duties in parts room.

9. Other tasks assigned by Highway Commissioner including, but not limited to, updating county website, creating documents, spreadsheets and power points, disposing of equipment. Provide clerical support for other staff in department.

10. Assorted duties for Solid Waste Department including but not limited to, support for Superintendent, verifying time sheets in Executime, distributing dump cards, updating County Website and preparation of correspondence and brochures.

**Bi-Monthly**:
1. Reconcile timecards to payroll distribution and make necessary adjustments, including any back recalculations. Verify Executime to Highway time sheets and to payroll distribution, checking total hours and fringe benefits taken for pay period. Verify and approve Solid Waste time sheets and expenses.

2. Enter the journal entries for distribution for labor, employee benefits, small tools, machinery and materials.

**Monthly**:
1. Maintain monthly updated records of all expenses incurred and revenue generated by each individual piece of machinery and balance ledger.

2. Audit invoices, code by vendor number and verify invoices to correspond with statements and all eligible discounts are taken.

3. Enter vouchers, receipts and journal summaries into Journal and close books at the end of each month.

**Annually**:
1. Prepare and assist annual shop parts and materials inventory. Enter PIC’S and update computer records to physical inventory.

2. Assist with various year-end closing journals and state reports.

3. Other tasks as required or assigned by the Highway Commissioner.

**Biennial**:
1. Enter County and township bridge inspections according to the DOT specifications.

2. Enter County pavement ratings into DOT WISLR program.

**WORKING ELEMENTS**:
**A. **Education, Training, and Experience**:

- Associate Degree in Accounting/Computer Science or related field. Four to six years’ experience in accounting and data entry.

**B. **Knowledge, Ability, and Skills**:

- Knowledge of cost accounting principles as associated with government accounting.
- Ability to deal cordially, effectively and maintain a professional demeanor with general public and fellow employees in an environment where meeting the demands of the public requires ingenuity and adaptation to change.
- Ability to concentrate on tasks as assigned and work accurately with a minimum amount of supervision, meeting deadlines. Communicate clearly on a variety of matters and maintain confidentiality.
- Knowledge of typing and a variety of office equipment including copy machine, computer, calculators, phone systems, scanner, folding machines.
- Familiarity with Solid Waste sites and recycling.

**C. **Responsibility and Authority**:

- This position coordinates all shop data from inventory to all machinery expense charges in order to comply with the Wisconsin Department of Transportation’s mandatory cost accounting system. This employee prepares bi-weekly payrolls and prepares vouchers for payment monthly, correlates and maintains complete cost accounting data for over 300 individual pieces of machinery. Compiles costs relevant to towns, villages, cities and county departments and prepares bi-weekly billings.
