Coordinator - Backflow/cross Connection

**Primary Function**

This position requires technical, interpersonal, and technological skills in both the office and the field pertaining to backflow/cross-connections prevention, identification, and correction. The employee will be responsible for administering a comprehensive backflow control program which will include communications, inspections, compliance tracking, and recording of various connections. This position tests the City’s approximate 100 backflow prevention devices annually. The assignments are usually broad in scope, requiring the use of independent judgment in making sound technical decisions of some difficulty.

**Examples Of Essential Duties**:

- Works independently with utility customers to notify the customers of the required operational testing requirement of backflow prevention assemblies in accordance with the City’s Backflow Prevention and Cross-Connection Control Manual.
- Creates and oversees cross connection tests; reviews plans and specifications for new construction and remodeling;
- Conducts testing and provides maintenance of City-owned backflow prevention devices; performs initial test of new installations; performs spot checks of privately owned devices; maintains records of backflow tests.
- Performs cross connection control surveys of facilities; implements procedures and schedules for evaluating new and existing facilities.
- Identifies and monitors water use sites where backflow devices are necessary.
- Will inspect lines from the tap to backflow device to ensure the customer has adhered to City backflow prevention specifications.
- Maintains records and prepares reports using City authorized backflow testing and tracking software[VCM1]
- Fields inquiries from customers, agency officials, and City staff concerning the rules and regulations regarding the cross-connection control program.
- Will connect and disconnect temporary water as needed and record those accounts electronically using the city’s Asset Management and Work Order Management System.
- Generates spreadsheets of utility accounts and summarizes findings. Also composes, types, and merges documents and correspondence.
- Maintains a variety of records, files, and related documents including computerized and manual records. Includes records of inspections performed and devices installed; maintains records for all backflow devices throughout the City to comply with federal, state, county, and local health authority requirements; maintains computerized records of cross-connection annual inspection due dates; maintains records of approved backflow testers.
- Inspects various equipment, domestic and/or fire lines, and plumbing for leaks; underground and above the ground pipe installations for new or upgraded services; backflow preventer installations; pressure reducers; thermal expansion tanks, and piping for the proper installation of water meters etc.
- Installs and removes water meters if needed.
- Performs intricate wiring of water meters and other devices when needed.
- Reads building construction blueprints pertaining to cross-connections and plumbing systems.
- Evaluates site and building plans prior to construction for proper backflow protection and approved plumbing methods
- Inspects newly installed or repaired backflow prevention assemblies to ensure they are operationally certified prior to the device being placed into service
- Provides contact with the utility customers to notify the customers of the required operational testing requirement of backflow prevention assemblies.
- Applies PADEP and /or USEPA rules and regulations as they relate to domestic water piping and cross connection.
- Conducts informational and educational programs for the utility customers.
- Coordinates with City departments, government agencies, and the public regarding backflow/cross connection tasks.
- Provides assistance and training to new employees in meters, hydrants, and backflow rebuilding.
- Performs related duties as required.

**Typical Qualifications**:
**Education, Training and Experience**
- Graduation from High School or completion of a GED is required.
- Must possess either:

- An Associate degree (2-year certificate) from an accredited Community College with course work related to engineering technology or domestic piping systems. Coursework in backflow prevention/cross-connection techniques, and backflow prevention device testing is desirable; or
- a 2-year certificate from an accredited Technical Trade School with major course work in plumbing systems and backflow prevention. Coursework in backflow prevention/cross-connection techniques, and backflow prevention device testing is desirable; or
- 3-years relevant experience with piping systems administering a backflow prevention program
- Experience using hand tools such as pipe wrenches, pliers, drills, power saws, screwdrivers and hammers is required.
