**Duties**:
Provides legal counsel to officials within DOE's Office of Clean Energy Demonstrations (OCED) arising from OCED operations, programs, and activities, such as the Infrastructure Investment and Jobs Act, Inflation Reduction Act, award and administration of federal funding agreements, and the National Environmental Policy Act (NEPA).

Provides analyses, interpretations, and opinions on a variety of legal and policy matters ranging from relatively straightforward to extremely complex issues. Such analyses may substantially affect the scope of DOE activities or have a significant impact on energy technology sectors and the public.

Advises DOE officials on pending and proposed legislation that significantly impacts OCED demonstration projects, the general public, and DOE's responsibilities and authority. Advise on rulemakings, correspondence, comments, policy statements, speeches, and testimony of DOE officials for presentation before congressional committees and other entities.

Represents DOE in meetings with federal, state, local, and foreign government officials, private industry, non-governmental organizations, and other stakeholders. These meetings are generally in furtherance of OCED's efforts to award and oversee its federal financial assistance agreements. Represents DOE in meetings for other purposes, such as deliberating the legal and policy aspects of proposed legislation, regulations, and activities as they affect DOE, other governmental organizations, the energy sector, or the general public.

- Employees must maintain active bar membership while employed as an attorney with DOE.
- This position is included in a Bargaining Agreement.
- Occasional travel may be required.

**Basic Requirements**:
**All applicants MUST**:

- Meet the minimum education requirements of successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) with a professional law degree (LL.B. or J.D.); **AND**
- Must be a current, active member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

**_QUALIFICATION REQUIREMENTS_**_: _

**GS-15 Qualifications**:

- Four years of professional (attorney) legal experience and active membership in a state or District of Columbia bar and advanced educational attainments that clearly indicate the ability to independently perform complex legal work.; **AND**:

- One additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at a level of difficulty comparable to the GS-14 level in the Federal service.

**GS-14 Qualifications**:

- Three years of professional (attorney) legal experience and active membership in a state or District of Columbia bar and advanced educational attainments that clearly indicate the ability to independently perform complex legal work.; **AND**:

- One additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at a level of difficulty comparable to the GS-13 level in the Federal service.

**GS-13 Qualifications**:

- One year of professional (attorney) legal experience and active membership in a state or District of Columbia bar and advanced educational attainments that clearly indicate the ability to independently perform complex legal work.; **AND**:

- One additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at a level of difficulty comparable to the GS-12 level in the Federal service.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
