**Your impact as Community Outreach Specialist**
This position performs a variety of outreach, referral, and case management activities to assist housing insecure individuals and families located within the City of Mission Viejo; provides intervention services to assist individuals and families in obtaining services from community organizations and government agencies; serves as a liaison to the homeless community and consults with other community and county agencies and programs to maintain coordination of homeless serves that align with the City’s goals; and performs related work as required.

**IDEAL CANDIDATE**
- Experience in providing street outreach services in a homeless outreach program;
- Knowledge of community resources, social service programs, and providers available to assist homeless individuals in the City of Mission Viejo and the County of Orange;
- Knowledge of networking approaches to identify relevant support services;
- Ability to communicate professionally with City Council, City leadership, City departments, community partners, non-profits, and other organizations;
- Ability to use tact, initiative and independent judgment within general policy, procedural, and legal guidelines;
- Ability to multi-task, prioritize, and possess a strong work ethic;
- Flexible self-starter who is enthusiastic, eager to learn, and works independently with mínimal supervision;
- Good oral and written communications skills.

**Job Related and Essential Qualifications**:
**Knowledge of**:

- Principles, practices, methods and techniques of interviewing and para-professional counseling.
- Case management principles, methods, and techniques.
- Trends, functions, and organization of public assistance and social service resources.
- Ethnic and economic groups and cultural differences.
- Social services programs and providers available; networking approaches to identify client relevant support services.
- The County of Orange Homeless Management Information System or other client relationship management software for data reporting.
- Continuum of Care program with the County of Orange.
- Practices for documenting interactions.
- Pertinent federal, state, and local laws, codes, and regulations including administrative and departmental policies.
- Techniques for dealing with and solving the problems presented by a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone.
- Occupational hazards and standard safety practices necessary in the area of community outreach.
- General principles of risk management related to the functions of the assigned area.
- English usage, spelling, vocabulary, grammar and punctuation.
- Basic mathematical principles.
- Principles of record keeping and reporting.
- Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.
- Safe driving principles and practices.
- Safe work practices.

**Skill in**:

- Preparing and implementing case management plans.
- Using diagnostic assessment tools to assess physical and psycho-social needs of the homeless clients.
- Independently performing difficult face-to-face community outreach work.
- Responding to inquiries, complaints, and requests for service in a fair, tactful and timely manner.
- Adapting and managing multiple assignments.
- Critical thinking, problem solving, and conflict management.
- Using good judgment in handling highly sensitive and/or confidential matters/records with discretion and maintaining the privacy of such information.
- Learning occupational hazards and standard safety practices necessary in the area of in-person community outreach.
