**Position Description**

Serves as Director for the Implementation & Maintenance Section in the Alternative Delivery Division and is responsible for the
day to day management and operation of the Section. Works with the Division Director and the Districts on the department’s
Alternative Delivery Program (ADP) which includes Design Build Contracts as well as current public private partnerships in
operations. Ensures effective oversight and administration of programmatic strategic contracts; and develops policies, procedures
and training for the ADP. Supervises a team of engineers and professionals engaged in alternative delivery project activities
during the design, construction and maintenance phases. Work requires extensive contact with governmental officials, private
entities, and department senior leadership. Employees at this level establish their own work plan and priorities to meet set
objectives.

**Essential Duties**:

- Represents TxDOT at meetings, conferences and related activities.
- Oversees a team of engineers and other professionals.
- Supervises TxDOT employees and oversees consultants by assigning duties; authorizing employee personnel actions and leave
requests; conducting career conversations; and motivating team to accomplish established goals.
- Coordinates and communicates with district engineers and their staff on design, construction and maintenance claims and
contract administration relating to Alternative Delivery Projects (ADP) by developing, recommending and interpreting policies and
procedures.
- Responsible for revising and making recommended improvements to programmatic strategic contracts.
- Oversees the development and updates to contract requirements and specifications as a result of lessons learned and
Industry feedback in support of the ADP.
- Meets with Federal Highway Administration (FHWA), General Council Division and other officials to address ADP project
concerns and represents the Department at industry related seminars and conferences.
- Oversees or performs audits and quality control/quality assurance of project design, construction, maintenance and
contract administration processes.
- Travels for Division meetings, coordination with Districts, and other special events.
- Establishes the vision for the section in coordination with the Division Director’s goals and objectives.
- Oversees the development and implementation of federal rules and guidelines related to the implementation and maintenance
of Alternative Delivery Program, to include training of personnel on these items.
- Coordinates updated programmatic DB specifications with Executive Management, Association of General Contractors (AGC)
and department personnel in the implementation and maintenance phases.
- Responsible for revising and making recommended improvements to programmatic Design Build Contract and Capital
- Maintenance Contract and leads Industry Committee meetings to discuss improvements to contract language and program improvements.
