**Essential Job Functions**:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- 1 - Provides an oversight for all the IT projects within the MCS Portfolio; leads meetings at Executive level to understand and document product, business and technical needs for MCS; analyzes policies and guidelines that can impact the portfolio of projects and provides direction to accommodate the changes; identifies and resolves conflicting business needs and technical solutions; manages the formation of Product and Project roadmaps; collaborates with other IT areas, Project Management Office, Chief Technology Officer and Application Development - to modernize MCS technology footprint; provides feedback to HHS IT and MCS leadership.
- 2 - Analyzes complex business needs and requirements and converts them into technical roadmaps utilizing industry best practices; oversees the development of strategic plans that align with business strategy; analyzes established business processes and existing systems to identify gaps and document required enhancements and improvements; maintains in-depth knowledge of customer systems, services used, and interfaces/dependencies with other systems across HHSC; assists in the development of the agency and IT strategic plan and the agency information resource plans; identifies and documents steps to achieve established strategic plans; provides IT input on new technologies, architectural or security requirements.
- 3 - Facilitate the development and upkeep of project documentation. Generate comprehensive reports summarizing project progress and key performance indicators. Ensure accurate and up-to-date project records. Collaborate with team members to gather updates and status reports on projects. Compile comprehensive reports that succinctly outline project progress and key performance indicators. Ensure the accuracy and currency of project records. Maintain uniformity in reporting across diverse audiences.
- 4 - Review agency audit findings for Medicaid systems, provide recommendations for management responses to fulfill audit requirements including both business operations and system changes, and track the progress of remediation activities associated with these audits.
- 5 - Assists and supports IT in coordinating operational activities to meet MCS business needs; assist with documenting current and future process flows and recommend changes to optimize this processing; ensures the ongoing technology needs of MCS are met, disseminates information about technology strategy services and IT services to meet business needs; assists in communicating incidents, outages, and issues affecting MCS IT needs.
- 6 - Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.**Knowledge Skills Abilities**:

- Knowledge of large-scale IT operations and information technology industry trends.
- Knowledge of business and management principles involved in strategic planning
- Knowledge of project management principles and practices.
- Knowledge of change management best practices for technology related initiatives
- Skill in gathering input, formulating a plan, providing follow-through, and carrying it to fruition
- Skill in developing creative and workable solutions to complex problems and issues.

- Skill in working collaboratively and cooperatively at all levels of an organization and other agencies.
- Ability to translate user/business needs into technical roadmaps
- Ability to exercise sound judgment in making critical decisions
- Ability to bring about consensus on contradicting views
- Ability to analyze and document ambiguous and continuously evolving business needs

**Registration or Licensure Requirements**:
**Initial Selection Criteria**:
At least 7 years of experience in IT is required. Relevant education may be substituted for experience on a year for year basis.
- Experience in program/portfolio management, IT operational support, software development, IT governance or similar is preferred.
- Experience in developing product roadmaps and technology roadmaps is preferred.**Additional Information**:
