**Main Purpose of Job**:
This position is responsible for planning, development and oversight of the Sheila E. Hixson Behavioral Health Services Matching Grant Program (Hixson). The position reviews and assists in the development of the Administration’s policies regarding effective programmatic and fiscal practices and is responsible for facilitating the involvement of system stakeholders, including current and former service consumers and their families, in the planning, delivery, and evaluation of behavioral health supports for Service Members, Veterans, and the Families (SMVF) throughout the system.

This position is responsible for the development and oversight of the $2.5M Hixson Grant Matching program to ensure appropriate, effective, and quality services are developed, procured, and provided to SMVF who have behavioral health disorders. This position also provides oversight and technical assistance for up to twenty-five (25) grant recipients identified through this annual competitive bid process. This position also oversees other specialized initiatives as assigned by BHA as it relates to behavioral health services for SMVF in Maryland.

This position is responsible for the oversight of the implementation and management of the Hixson grant matching program in compliance with SB 550. This ensures all state requirements are met and monitoring is conducted to include onsite inspections which ensure the required standards are being followed. This position is responsible for writing and submitting the annual required report to the General Assembly.

This position plays a significant role in the mission of the Maryland Department of Health, Behavioral Health Administration and the Prevention and Promotion Division. The mission of MDH’s BHA is to develop an integrated process for planning, policy and services to ensure a coordinated quality system of care is available to individuals with behavioral health conditions. BHA, through publicly funded services and supports, will promote recovery, resiliency and health and wellness for individuals who have or are at risk for emotional, substance use, addictive and/or psychiatric disorders. This position will ensure there are quality recovery support services for Maryland’s vital SMVF population.

This individual will report to the Director of Maryland’s Commitment to Veterans.

This position is hybrid telework eligible.

**MINIMUM QUALIFICATIONS**:
Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions and three years must have been at the managerial or supervisory level.

Notes:
**DESIRED OR PREFERRED QUALIFICATIONS**:

- Grant management experience including developing procurements, monitoring multi-cycle award periods, and providing technical assistance to vendors of services.
- Experience working with military-affiliated communities to include service members, veterans, and their families.
