**Job Summary**:
This role will interface heavily with subcontractors’ cross-functional teams and their lower tier suppliers to ensure subcontractors provide on-time delivery of compliant product/service at or below program budget. The Subcontract Administrator is an integral member of the Subcontracts Management team supporting and collaborating with Program Management, Engineering, Operations, Finance, Quality, and Integrated Program Team Leads. Job duties must be performed in compliance with Public Law (FAR/DFAR), Raytheon Technologies company business policies and procedures, as well as Raytheon Intelligence and Space command media.

**Responsibilities to Anticipate**:

- Manage large competitive pursuits and on-contract program growth
- Determine the qualified source selection, prepare bid packages, analyze, evaluate proposals, perform price/cost analysis, negotiate pricing and provisions, perform supplier assessments and best value criteria
- Prepare/Issue subcontracts and summaries of award (SOAs) for fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders
- Perform risk assessment, identify potential risks and impacts, and develop mitigation plans
- Assist in subcontractor forecast/sales development, management of financial obligations and mitigating cost overruns, schedule, technical and quality requirements
- Develop and maintain excellent business relationships with the subcontractors
- Manage administrative tasks including the coordination and support of milestone payment, performance-based payment, invoice review, and ongoing communication with the subtractors and program teams

**Basic Qualifications**:

- Typically requires: A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
- Active and transferable U.S. government issued Top Secret level security clearance is required prior to start date.
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

**Preferred Qualifications**:

- Master’s or Advanced Degree in Supply Chain, Engineering, Business or related field
- Experience working large competitive pursuits with multiple subcontractors
- Demonstrated ability to affect key decision-makers and to effectively negotiation with subcontractors
- Working knowledge of Earned Value Management System (EVMS) and Risk Management
- Thorough knowledge and experience with Government regulations and Public Laws
- Proven ability to develop and maintain thorough relationships based on mutual respect with senior level internal and external customers, peers, and team members
- Problem solving and critical thinking skills, ability to exercise self-guided judgement and manage complexity and ambiguity
- Proven track record that includes collaborating with Program Management and Engineering/Technical team members regarding management of SOW requirements and subcontractor work outputs (including cost and schedule)
- Strong negotiation and interpersonal skills
- Demonstrated project management skills
- High proficiency in use of Microsoft Office Products, SAP, on-line PO documentation tools, Supplier management tools, and knowledge of the Supply Chain processes
