**Essential Duties and Responsibilities**

The essential functions include, but are not limited to the following:
**Program Development**

**The Program Director will**:

- Develop a strategic plan to implement a comprehensive mental health and substance use treatment program at Jana's Place.
- Develop and implement the policies and procedures that will support the program and reflect the agency's philosophy and objectives
- Identify gaps in programming and develop staff and community partners to fill those gaps
- Represent Jana’s Place and SEI with community partners, at taskforce meetings, and other meetings about SUD and treatment
- Build relationships with other organizations and individuals in the community to support the development of programming
- Work with executive management to market and promote the program within the community
- Develop referral process to internal and external services for acute, rehabilitation, support care, medical maintenance, and continuing care for mental health and substance use disorders
- Identify mental health and substance use assessment tools and determine the best process administration
- Establish Medication Management Team and develop policies and procedures for providing support to patients
- Develop a formalized process for implementing, tracking, and analyzing the screening, brief interventions, and referrals to treatment
- Increase education, screening, care coordination, risk reduction interventions, and counseling for patients with or at risk of HIV/AIDS, Hepatitis C, and other diseases associated with opioid use disorder
- Develop and enhance business relationships with community partners including establishing and maintaining a robust referral and outreach network community resource service providers for housing and homelessness, SUD services, Sexual and Domestic Violence organizations, and other relevant sources

**Staff Development**
- Responsible for initial and ongoing staff training and development
- Responsible for developing ongoing training for all staff in compliance with BSAS standards
- Responsible for disciplinary measures and employee relations
- Ensure all staff are appropriately trained on all policies and procedures
- Manage staff disciplinary actions in a timely and efficient manner
- Daily oversight of day-to-day program functions including supervision of staff and facilitation of scheduled groups, workshops, and meetings
- Engage and interact with patients and staff on a daily basis
- Work in collaboration with HR to coordinate training for staff as needed to support program
- Ensure professional development of all staff on an ongoing basis
- Responsible for timely performance reviews for all staff including setting performance goals and achievement plans with success benchmarks for evaluating progress
- Coordinate training of staff to use all tools and follow all policies and procedures properly and consistently
- Responsible for training staff on required documentation and charting procedures

**Compliance Management**
- Responsible for achieving and maintaining compliance with all applicable federal, state, and local policies and regulations
- Working knowledge of BSAS and DPH regulations and all other applicable federal, state, and local policies and regulations
- Ability to complete chart audits and ensure program, staffing, and documentation is in compliance with regulations and organizational and BSAS/DPH standards
- Create, change, and update policies and procedures and patient handbook as required to meet program needs
- Provide administrative supervision and management of designated staff in accordance with licensing regulations
- Responsible for authorizing and approving staff time and attendance, time-off requests and reimbursement submissions in accordance with organizational policies and procedures
- Work with the Clinical Director and Administrative Department to ensure all program standards are met to maintain licensure by DPH and in compliance with BSAS standards of care
- Responsible for maintaining minimum staffing requirements over all shifts to ensure patient safety, and compliance with state licensing requirements
- Maintain a strict policy and practice of non-abandonment of patient care and acts as the final line of coverage in the event of unavailability of replacement staff
- Provides required documentation and timely reports, including narrative and data reports, as needed
- Other duties and special projects as assigned

**Minimum Qualifications (Knowledge, Skills, and Abilities)**
- Lived experience preferred, but not required
- Must be highly organized and detail-oriented
- Must have experience managing direct-report staff
- Must have experience with professional staff development, participating in the hiring process and in reducing headcount
- Must have experience providing training around the Assertive Engagement model
- Must recognize the need for systemic
