**General Summary**:
The Office of Capacity Management is responsible for strategic planning and operational function of the patient flow functions for The Johns Hopkins Hospital. Currently, the office includes responsibility for the physical JHH command center facility, the Hopkins Access Line, Johns Hopkins Lifeline, Johns Hopkins Hospital Bed Management. The office includes dedicated capacity management team and a cross departmental and multi-disciplinary advisory team.

**Scope of Position**:
The Executive Director will serve as The Johns Hopkins Hospital’s lead administrator for the Command Center and the capacity and throughput improvement processes managed therein.

She/he will lead cross-departmental and multi-disciplinary efforts to produce quantifiable results and achieve effective patient flow, hospital efficiency, patient safety and a superlative patient experience. Successful performance will require the ability to align patient care and experience priorities with departmental and professional priorities for the benefit of patients, staff and the institution.

Cooperative working relationships with Perioperative Services, Critical Care and Acute Care Units, Procedure Areas, Case Management and Nursing and Physician leadership will be essential. The Executive Director r will guide preparation of capital and operating budgets related to the Office of Capacity Management, and monitor revenues and expenses to ensure sound fiscal control.

**Reporting Relationship**

This position reports to the Chief Operating Officer.

**Major Responsibilities**:

- Develops, implements and monitors the performance of a patient placement process that ensures that patients receive the appropriate level of care in a timely manner.
- Facilitates flow of patients to and from appropriate physical locations and levels of care including observation, acute care, intermediate care and critical care.
- Establishes transparent policies, protocols and priorities in conjunction with the medical, administrative and nursing leadership to achieve effective and efficient patient placement.
- In collaboration with multiple stakeholders, leads the development of processes to optimize patient flows and access, and monitors relevant performance indicators such as census, length of stay, wait times, bed turns, lost admissions, distribution of time of day of discharges, and effects process improvement to achieve targets.
- Communicates or otherwise makes visible capacity status in near-real-time for appropriate stakeholders to optimize decision making and safe patient care.
- Develops strategies using data-driven analytics to project growth, project health care financial impacts, and provide vision for future services.
- Evaluates and implements cost savings initiatives such as facility and staffing resources.
- Works collaboratively, as well as in a leadership role with all department administrators within the health system. Is active in all related program planning, resource identification and funding sources.
- Drives consistent, system-wide service line approach across all facilities.
- Develops service line goals in conjunction with departmental leadership. Directs and manages to these goals.
- Identifies potential risks in the service line strategy meeting targeted goals, develops resolutions and implements plan.

**Background**

Hopkins Access Line and Johns Hopkins Lifeline are key components of capacity management, and this role will work closely with those functions as follows:
**Hopkins Access Line**
- Assure HAL continues to provide strong, user-friendly communications for physicians in order to facilitate patient transfers into the Johns Hopkins Health System. Build protocols to prioritize patients according to evolving hospital priorities. Initially created to support The Johns Hopkins Hospital, HAL is expanding to serve the health system.
- Oversee multiple ongoing initiatives to fully utilize health system capacity to manage the demand from referring physicians in the region.
- Develop optimization models and demand management systems to maximize the capacity of Johns Hopkins Health System beds.

**Johns Hopkins Lifeline**

Provide basic, advanced and critical care transportation for patients entering or moving through the Johns Hopkins Health System.

**Requirements**:

- MBA, MHA, or Masters in health care field preferred
- Minimum of five years’ experience in a leadership position
- Six-sigma or equivalent training preferred
- Experience in a complex matrix environment such as an academic medical center or large integrated health system
- Proven change agent who understands systems engineering and the use of data analytics to drive operational, quality, and financial levers to positively affect results
