**EXECUTIVE DIRECTOR, TRANSPORTATION**

**JOB SUMMARY**

This position is under the direction of the Assistant Superintendent, Business Services and has overall responsibility of the Transportation Department in meeting its service, contractual and financial objectives. The Director of Transportation, Internal & External shall lead and administer a large multifaceted school transportation service and develop and monitor contractual transportation services for other entities based upon multiple local policies and procedures.

**ESSENTIAL JOB DUTIES AND RESPONSIBILITIES**
- Develop short and long-range strategies for successful transportation services that are safe, responsive, and efficient;
- Negotiate contractual services with other entities;
- Develop, write, edit, format and supervise legal contractual agreements that meet local, state and federal regulations and laws consistent with the goals and policies of the Governing Board;
- Implement processes and procedures that are state of the art in efficiency and effectiveness;
- Develop long-range strategies for acquisition and implementation of technology that enhances efficiencies, safety, and communication for a large multifaceted and multimillion-dollar school transportation system;
- Develop policies and procedures within assigned function;
- Direct the preparation and maintenance of a variety of narrative and statistical reports, records, and files;
- Establish and maintain high standards for customer service;
- Advise the Assistant Superintendent, Business Services, of unusual trends or problems and recommend appropriate corrective action;
- Communicate with other administrators, personnel and outside entities to coordinate activities and services, resolve conflicts and exchange information;
- Monitor and advise District officials on the status of departmental resources and make appropriate recommendations for meeting contractual obligations;
- Provides direct supervision to the Manager of Transportation;
- Develop and maintain Department budget and perform multi-year budget projections based upon future contractual services;
- Establishes and maintains positive working relationships with other districts with an emphasis on contracted districts and entities;
- Develop strategies and policies, in conjunction with the Director of Risk Management, to reduce risk management costs associated with workers compensation and property liability for assigned function;
- Assures compliance with all federal, state and local agency rules and laws regarding pollution mitigation;
- Maximizes re]venue sources to the benefit of the District;
- Seek out and negotiate adequate facilities needed for departmental contractual services and assures federal, state and local rules, laws and mandates are adhered to regarding operation, as needed;
- Perform related duties as assigned.

**Knowledge of**:

- All phases of school transportation, public contracting and school business administration;
- Organizational development principals and practices;
- Planning, organizing and directing in a complex multimillion-dollar organization;
- Principals and practices of collaborative management;
- Knowledge of state school district funding mechanisms;
- Specific laws and regulations regarding student transportation including, but not limited to, Federal Code of Regulations, Title 49, California Code of Regulations Title 13, California Code of Regulations Title 27, California Education Code and California Vehicle Code.

**Ability to**:

- To oversee and improve all facets related to the efficient operation of a large school transportation system;
- Provide leadership and direction;
- To operate and design systems, procedures, and budgets in an entrepreneurial manner;
- Be on call and respond to incidents at all times;
- Initiate concepts for action, analyze problems, and make decisions;
- Communicate effectively both orally and in writing;
- Analyze situations accurately and adopt an effective course of action;
- Work independently with little direction;
- Prepare comprehensive narrative and statistical reports;
- Maintain current knowledge of applicable provisions of applicable federal and state laws rules and regulations.

**EDUCATION / EXPERIENCE**

**Education**: Bachelor’s Degree in Public Administration, Business Administration or related field.
