- The _**_City of Pearland, TX _**_is seeking to hire a _**_full-time Purchasing _**_Officer _**_acts_ as the City of Pearland's_ _Purchasing Officer to monitor, evaluate, plan, and coordinate the services and programs of purchasing. In this role, you will directly supervise three employees: _**_two (2) Purchasing Business Partners_**_ and one _**_(1) Administrative Assistant_**_. The Purchasing Officer carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. _Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; coaching employees; addressing complaints and resolving problems. This position will also be responsible for development of the City's compliance with purchasing policies and engage in periodic reporting. - The _**_Purchasing Officer_**_ earns a competitive salary of _**_$88, 822.14-$113,248.23/year, based on experience_**_. Additionally, the _**_city pays all premiums _**_for our employees' _**_dental, long-term disability protection, and life insurance _**_plus the _**_majority portion of the medical premium _**_for employees and their dependents. **Essential functions are**:

- Develop and oversee best procurement methods necessary for preparation of complex, informal, best value bids, and other procurement options.
- Advise user departments to determine the best method of procurement for potential purchases, such as quotes, cooperative purchasing, competitive bids, best value, or lowest responsible bidder, RFP's and the like.
- Coordinate all competitive bidding and procurement documents (specifications) for purchases, including highly complex bid documents involving technical items and equipment.
- Conduct public bid openings, document vendor responses, and prepare and distribute bid tabulations. Assist and advise departments in evaluation competitive offerings to determine and recommend the overall best offer for a product/service; ensure that if contract is not awarded to low bidder, the process is properly documented and approved by Legal. Review bid protests and prepare oral or written
