**Public Health Preparedness Planner II**

**Your Specific Responsibilities**:
This is a Planner II position in the Public Health Preparedness Program within the Office of Public Health Preparedness in Pinellas. This position is funded by the Public Health Preparedness (PHP)/CDC grant and will provide coordination in the areas of preparedness planning, operations, and logistics. As such, this position is responsible for coordinating and developing the public health operation and response efforts related to the agency’s Emergency Operations Plan.

This position will serve as a Preparedness Planner. This includes but is not limited to:

- Reviewing and updating operations plans related to training, exercising, and volunteer management.
- Identifying gaps in supplies, equipment, and training needed.
- Ensuring the documentation kept complies with Medical Reserve Corps reporting
- Ensuring plans are in place to manage volunteers in emergency and non-emergency situations.
- Maintaining up to date contact lists with internal and external partners.
- Coordinating health department participation in external exercises with response partners that test internal preparedness and epidemiological processes and procedures.
- Coordinating with community groups on strategies for reaching at-risk vulnerable populations during disasters.
- Reviewing and updating all assigned emergency operations plans, appendices, and annexes.
- Developing and conducting internal/external health department exercises and drills related to emergency operations; write After-Action Reports/Improvement Plans (AAR/IP) as needed.
- Coordinating with local partners (EM, EMS, PCSB) on countywide public health preparedness issues.
- Team instruction for Employee Onboarding, New Employee Orientation, and other PHP Trainings if needed.
- Ensuring Pinellas CHD intranet/internet websites are updated with plans and public preparedness information.

This position will conduct exercise coordination for DOH-Pinellas’ Public Health Preparedness Program. This includes but is not limited to:

- Conducting HSEEP (Homeland Security Exercise and Evaluation Program) compliant exercises
- Completing and fulfilling MYTEP (Multi Year Training and Exercise) requirements
- Completing timely AARs (After-Action Reports)
- Assisting with Inventory Resource Management (Royal4)
- Identifying outdated or expired supplies that need to be replaced (e.g. N95 masks)
- Assisting with developing a logistics plan that identifies supplies and equipment needed for each DOH-Pinellas mission, including Special Needs Shelters (SpNS).
- Training and exercises within and outside of the State of Florida are possible. Travel is paid for and adherence to State travel rules will apply.

Meets or exceeds SMART performance expectations to include but not limited to: Emergency duty (SpNS, POD) assistance, inventory management, exercise planning, and representation at community meetings.

This position maintains active communication with other agencies and attends community meetings and conference calls that work to develop county operational plans (e.g. Recovery Groups, CHAMP, PCEM-PCSB-DOH-Pinellas, CRI/SNS Conference Calls, Regional Planner meetings and Pinellas County Special Needs Committee). Assists with projects and planning processes that work to maintain or meet County Health Department expectations and standards of measure. Provides technical expertise to residents, visitors and professional level leaders within the community on a regular basis.
