Overview: Business & Finance Solutions (BFS), a division of UCLA under the Office of the Vice Chancellor & Chief Financial Officer, provides innovative campus wide solutions to complex financial and business matters, maximizing value to the University community. BFS promotes a collaborative opportunity for campus to enhance revenue opportunities, manage campus risk, facilitate financial payment solutions for campus operations and students, act as an internal tax advisor to campus, provide financial reporting for UCLA, travel services, purchasing and procurement of goods and services and provides payroll analytics and support.BFS encompasses the following departments with approximately 400 employees: Financial Management & Reporting, Purchasing and Procurement, Tax Services, UC Travel Center, Treasury, Costing Policy and Sales & Service, Payroll Partner, Student Financial Services, Accounts Payable, Mail, Document & Distribution Services, Insurance & Risk Management, and Operations. Responsibilities:
Salary & Compensation: *UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Salary offers at the top of the range are not common. - Extensive work experience in procurement at a similar level of complexity and responsbility. (required)
- Extensive work experience in procurement at a similar level of complexity and responsibility. Excellent negotiation skills and demonstrated ability to establish effective supplier relationships and performance expectations for suppliers and alliances. (required)
- Strong leadership, organizational and administrative skills related to procurement, preferably developed within a large, complex organization and demonstrated ability to implement process improvements to enhance productivity and streamline work processes. (required)
- Working knowledge of the overall supply process employed at large, complex organizations including receiving, shipping, purchasing operations, strategic sourcing, e-procurement, supply operations, common carriers, suppliers, and administrative functions. (required)
- Demonstrated ability to utilize Purchasing systems effectively and perform complex, qualitative Requests for Proposal (RFP) as well as Requests for Quote (RFQ) and Requests for Information (RFI). (required)
- Working knowledge of general ethical concepts that guide relationships between buyer and seller and techniques to maintain effective supplier alliances and of internal control concepts and techniques; Knowledge of external and internal audit practices. (required)
- Demonstrated ability to develop and implement strategic planning processes, benchmarking, organizational performance measures. Identify diplomatically, yet assertively/constructively short/long-range goals to establish priorities. Ability to function effectively in a crisis and maintain equanimity. (required)
- Demonstrated ability to analyze complex information and formulate logical and objective conclusions and action plans. Ability to articulate analysis, options and conclusions orally and in writing. (required)
- Demonstrated ability to communicate effectively, using appropriate vocabulary considering the audience, for the purposes of influencing, informing, eliciting, counseling, persuading, mediating, negotiating in groups and one-on-one and to work collaboratively. (required)
- Demonstrated skill in negotiating contract terms and conditions, including the development of and response to Requests for Proposal (RFPs); working knowledge of business transactional systems, including procurement and contract development and management. (required)
- Demonstrated skill to apply, interpret, and implement complex policy, technical and legal concepts to a wide variety of situations, and to use mature judgment in resolving related issues and problems. constituencies at all levels of management, with strong customer service orientation and skills. - Excellent project management skills, including the ability to set project objectives, determine and address potential barriers; identify required resources, identify process steps and milestones; and adjust action plans to achieve desired outcomes and adhere to tight deadlines. (required)

Education, Licenses, Certifications, & Professional Affiliations:

- Bachelor's Degree in Supply Chain Management or related field or equivalent combination of education and experience. (required)
- Master's Degree in Business Management, Finance, or related field (preferred)
- Juris Doctor (JD) Degree Law Degree from an accredited institution (preferred)
