**SUMMARY**:
The Finance Director is responsible to the City Manager for the overall direction and administration of all phases and functions of the activities within the Finance Department including accounting, investment, budgeting, purchasing, treasury, court, and utility fiscal services, in such a manner to ensure accurate financial records and prompt payment of bills for services or goods received. (Payroll, Risk Management and Internal Services are not functions of the Finance Department).

The Finance Director serves as a member of the Executive Management Team and directly supervises accounting staff, court administrator and utility billing manager.

**EDUCATION AND EXPERIENCE**:
This position requires a minimum of a bachelor’s degree from an accredited college or university with major course work in business, public administration, accounting, finance, or a closely related field; and five (5) years of increasingly responsible experience in government fiscal services or governmental auditing with three (3) years of administrative and supervisory experience.

Master’s Degree in relevant field and/or Certification as a Government Finance Officer or Certified Public Accountant is highly preferred.

**JOB DESCRIPTION**
- Ensures the financial stability of the City through proper management of all funds by directing and participating in forecasting revenue, investment strategies, bond strategies, analysis, and evaluation of fiscal impact of operating alternatives, and the management of expenditure controls in coordination with budget management and department/division requests.
- Establish fiscal policies under the direction of the City Manager; advise the City Manager on the financial matters of the city.
- Direct and manage the development and implementation of finance departmental goals, objectives, policies and priorities for each assigned service and operational area; formulate, recommend, and administer the development and implementation of policies and plans related to departmental services and operations.
- Directs, reviews, and participates in the investment functions for all City funds to obtain maximum financial return consistent with legal requirements and prudent financial management while providing recommendations and aiding in its implementation; participates in the formulation of financial analysis and reports; interprets and summarizes such studies; communicates with other departmental officials for necessary data or actions.
- Responsible for bond compliance, including compliance with bond ordinances and resolutions and preparation and submission of state and federal reports; Coordinates bond issuance process for capital financing and refunding issues with Bond Counsel, Disclosure Counsel, City Attorney, Financial Advisor, and any other necessary consultants or service providers to complete the sale and delivery of the bonds; prepares financial and statistical data to support the bond issuance process; and reviews and approves all bond closing documents.
- Plan, direct and coordinate, through subordinate level staff, the Finance Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
- Consults with City departments and divisions on matters including financial accounting, internal controls, cost analysis, purchasing and accounting procedures.
- Demonstrate continuous effort to improve financial program operations, decrease turn-around times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Plans, coordinates, and controls the City's accounting system, and implements cash management techniques such as investing the City's funds and negotiating various contracts for the City.
- Oversees and participates in the City's annual operating budget planning, and property tax calculations; Performs budget analysis and prepares various budget reports, reviews trial balances and general ledger activity, including any adjustments to journal entries. assists City Department Directors with planning and monitoring of budgetary expenditures. Approve expenditures and implement budgetary adjustments as appropriate and necessary.
