**Duties**:

- Plan, develop, formulate, and prepare required data and assorted narrative justifications for long-range budget exercises.
- Perform a broad range of cost and/or economic analysis assignments using automated software involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches, and/or new technologies.
- Perform cost/operational analysis of program/system/project implementation and execution, in order to enable the effective programming of funding and manpower resources.
- Perform life cycle analysis and economic analysis studies for major phases of varied equipment/systems, draws conclusions, and formulates recommendations concerning program approaches to management for decision-making purposes.

- Must be able to obtain and maintain a Secret clearance.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Cost Estimating Certification within 48 months of entrance on duty.

- Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.- **In addition to meeting the Education Requirement above, to qualify for this position you must also meet the qualification requirements listed below**:
**Specialized experience**:One year of specialized experience which includes: 1) Conduct special cost studies on acquisition programs to provide alternatives for the overall utilization of manpower, funding, and materiel resources; 2) Perform in-depth analysis of budget requests and makes adjustments as required in Automated Cost Estimating Integrated Tools (ACEIT) or equivalent; and, 3) Develop and provide Independent Government Cost Estimates (IGCE) to evaluate vendor cost proposals and develop evaluation report in support of the best contractual determinations.
- This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
- You will be evaluated on the basis of your level of competency in the following areas:
- Budget Administration
- Communications
- Cost Estimation and Analysis
- Planning and Evaluating

- This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
