Guided by our mission to assure the safety and resiliency of children by strengthening families and their communities, Home Start, Inc., a non-profit child abuse prevention, and treatment agency has strengthened and developed San Diego’s families and communities since 1972.

Home Start, Inc. operates programs designed to prevent homelessness, interrupt the cycle of homelessness, and promote self-sufficiency. With rising rates of homelessness in San Diego exacerbated by the pandemic, our programs are designed to ensure homelessness is rare, brief, and non-recurring.

**Job Summary**: The Housing Specialist is responsible for developing relationships and working closely with landlords and property managers to secure housing opportunities. This includes educating prospective landlords about Home Start, mitigating potential tenant-related issues, and acting as a liaison and mediator to ensure long-term housing stability. The Housing Specialist will also work closely with clients to educate them on their rights and responsibilities to be a successful tenant. This position will work closely with the outreach team and outreach case manager.

Duties and Responsibilities:

- Establish and maintain positive relationships with landlords and property managers in the community to secure housing opportunities for homeless individuals and families.
- Conduct outreach efforts to identify potential housing partners and landlords willing to partner with Home Start.
- Assist with finding clients with suitable housing options and matching them with available units.
- Mitigate potential tenant-related issues that may arise and act as a mediator between landlords and clients that may arise during tenancy.
- Negotiate rental terms, security deposits, and lease agreements with landlords to ensure affordable housing for clients.
- Conduct housing inspections to ensure units meet health and safety requirements.
- Educate landlords on homelessness and Home Start.
- Educate clients on their rights and responsibilities as tenants to promote successful tenancies.
- Provide ongoing support and linkage to resources for both landlords and tenants to prevent housing instability and promote housing retention.
- Organize and plan landlord appreciation events/activities to recognize and foster positive relationships with housing partners.
- Educate and train team on local resources.
- Develop and maintain marketing materials to support landlord engagement efforts.
- Regularly communicate with partnering landlords/property managers to maintain positive relationships.
- Respond to and address housing-related crises, working with both landlords and clients to find solutions.
- Maintain up-to-date and current knowledge about housing laws, regulations, and best practices in homeless services to enhance service delivery.
- Transport clients in the agency-provided vehicle for appointments as required.
- Work collaboratively with team and provide linkage to internal and external resources.
- Other duties as assigned.

**Qualifications**:

- A minimum of a Bachelor’s degree or equivalent in social work, psychology, education and/or related human services field required
- Knowledge of family systems, community resources, substance abuse treatment and interventions required.
- Must submit to a background check via Live Scan (with ongoing alerts), as required by specific programs, funding requirements and licensing regulations.
- Must have a valid driver’s license and a satisfactory driving record.
- Must have own reliable vehicle.
- Must demonstrate ability to be culturally sensitive and respect diversity.
- Ability to work in a fast-paced environment with exceptional problem-solving skills

**Physical Demands**:

- Reading and typing on a computer frequently.
- Sitting for long periods of time at required meetings or in supervision.
- Daily traveling in car to meet with clients and attend agency and community meetings.

**Work Environment**:

- Office space may be shared.
- The noise level fluctuates from quiet to noisy.
- Some travel to meet clients.
