- Associate’s Degree in accounting/finance or equivalent experience required; Bachelor’s Degree preferred.
- Three to five years’ experience with in-house payroll preparations, school district experience preferred.
- Experience with payroll software, Skyward software preferred.
- Experience with electronic timekeeping (hardware and software).
- Advanced knowledge and use of Microsoft Office Suite (Excel, Word) required for documentation and payroll calculation purposes.
- Ability to interpret complex instructions and correspondence.
- Ability to perform basic and advanced mathematical computations.
- Ability to communicate effectively, both orally and written.
- Consistent record of satisfactory attendance and work performance.
- Ability to establish and maintain rapport with staff, business associates and the general community.
- Ability to work on multiple tasks and prioritize appropriately.
- Ability to work independently with strong decision-making skills.
- Satisfactory clearances, including criminal and child abuse clearances (Acts 34, 114, and 151).

**Summary**: Under the supervision of the Payroll Manager, the Assistant Payroll Manager provides comprehensive support services in the Business Office. This position assumes responsibilities for payroll functions in a professional, confidential manner. The position requires personal initiative and attention to detail.
**Essential Duties and Responsibilities**: 1. Ability to communicate with employees to provide the highest quality of service to personnel.
2. Assists with the preparation and processing of all activities and processes required to achieve accurate and timely payroll processing for the Allentown School District and Allentown Public Library.
3. Process time and attendance for hourly employees each payroll period.
4. Record overtime, personal, and sick leave including other variations from regular work schedules.
5. Maintain general personnel and payroll employee files.
6. Sort and mail payroll checks.
7. Assist with all required reporting.
8. Knowledge of Generally accepted Accounting Principals as they relate to payroll and personnel.
9. Assist with preparing and distributing employee W2 forms.
10. Research and prepare special reports as requested.
11. Maintain/add/remove payroll related deductions and benefits.
12. Review, analyze, and check payroll reports for accuracy.
13. Process Payroll Accounting Adjustment Requests, as needed.
14. Review and Prepare payroll calendars.
15. Enroll new employees into PSERS retirement system.
16. Ability to exercise judgement when to act independently and when to refer situations to the manager.
17. Ability to concentrate on the accuracy of detailed information.
18. Communicate and maintain a close working rapport with Human Resources Department to ensure the timely processing to existing employees and new hires.

20. Knowledge of District Personnel Policies and Procedures as well as State/Federal Laws and Regulations.
21. Familiarity of Union and Bargaining Unit contracts.
22. Understand the implications of new information for both current and future problem solving and decision making.
23. Ability to learn District Payroll Processes acquiring experience to work toward the goal of providing backup for other Payroll staff.
24. Perform other tasks and assumes other responsibilities as assigned or delegated by the supervisor.
