**Duties**:

- Develops, implements, and ensures compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.
- Analyzes, plans, designs, documents, assesses and manages the IT enterprise structural framework to align enterprise systems with the mission, goals and processes of the user organizations.
- Issues include assessing the need to develop new systems, building systems to comply with DoD guidance and ensuring systems meet user needs.
- Furnishes expert technical advice and recommendations on major problem areas in assigned fields of specialization.
- Develops contingency and long-range plans, and responses to unexpected/unplanned, externally-driven requirements.
- Defines customer and stakeholder needs and constraints, clarifies objectives, develops resource requirements and applies enterprise architecture principles.
- Develops and manages technical requirements and achieve the appropriate balance among resources, schedule and technical requirements.
- Develops, coordinates, and promotes interagency cooperative efforts in the management, utilization, and operation of data processing and data communication resources.
- Designs and implements new or cutting-edge programs/processes. Develops new insight into situations and applies innovative solutions to make organizational improvements.

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field - Engineering and Technical Management within 36 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret Security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD 8140.01 - Cyberspace Workforce Management, Encl 2, Par 9(c)(d).
- This is a Term position scheduled to last 5 years.
- This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.

- **The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.**

**Education**:
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
- The Foundation Course (FC) is required for all employees hired after 30 September 2006.
- The Supervisory Development Course (SDC) must be completed within one year of placement into the position.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations
