**Position Summary**:
**Quality Assurance and Test Management**:

- Plan, execute, and lead testing efforts to ensure compliance with PROGRAM requirements.
- Identify complex test data needed to execute workflows and perform analysis.
- Create and maintain test artifacts, including test scripts, test results, and defects.
- Participate with Program teams during configuration recommendations and modifications.

**Quality Assurance and SDLC**:

- Assist the Program QA and Test Lead in all aspects of the Software Development Life Cycle (SDLC) methodologies, including executing quality assurance best practices and implementing quality controls.
- Perform advanced requirements evaluation for "testability ".
- Attend to details for day-to-day scrum board activities and stand-up meetings.
- Participate in Quality Phase Gate Reviews as directed by the BEST Program QA and Test Lead, such as Entry and Exit checkpoints to evaluate work products and readiness assessment for the next phase activities.
- Provide guidance on Software Deliverable Life Cycle (SDLC) tool usage by leading by example.
- Create and adhere to quality controls such as checklists and templates.
- Communicate quality deficiencies early to allow for corrective actions.
- Identify process improvement recommendations based on lessons learned experiences.
- Prepare knowledge transfer to the client during the program transition phase.

**Methodologies**:
**Automated Testing**:

- Hands-on experience with automated test tools.
- Closely adheres to an automated testing approach for creating, executing, and maintaining automated testing scripts.

**Integration and Data Conversion Testing**:

- Support the testing process to establish interface integrations and end-to-end testing.
- Support iterative testing of data conversion scripts and files.
- Review testing approaches, plans, and outcomes.

**Team Management**:

- Report directly to the Program QA and Test Lead.
- Participate in building a team of QA Testers, including identifying skill sets needed, conducting interviews, conducting comparative skill set analyses, and making hiring recommendations.
- Provide team management based on test complexity, team expertise, test coverage, and evenly distributed work assignments.
- Act as a gatekeeper for changes made to Commonwealth test environments.

**Specific Duties**:

- Participate in the development of the program test plans.
- Execute the Test Plan against the configured Program solution.
- Distribute test assignments to individual team members.
- Mentor test team members during test execution and defect identification.
- Assist in testing of interfaces, data conversion, performance, load, backup, and recovery.
- Ensure test metrics are current for real-time reporting on program dashboards.
- Monitor and advocate for resolutions of issues/defects in the Program Backlog.
- Assist Program QA and Test Lead in all test activities, including maintaining requirements traceability relationships and adherence to accessibility standards.
- Report on testing and defect status throughout the project, including blocker identification and test cycle risks.
- Champion cross-team collaboration and testing efficiencies, including SDLC tool usage and automated testing.

**Required Skills**:

- Experience in planning and implementing testing across similar-sized projects.
- Strong interpreting skills needed to validate detailed requirements.
- Proficiency in all phases of testing, including unit, system integration, accessibility, regression, performance, and user acceptance testing.
- Knowledge of software development life cycle methodologies, including Waterfall, Iterative, and Agile development.
- Experience in developing and executing test plans and cases.
- Experience reporting on testing and defect status throughout the project, at the team and sponsorship level.
- Proficiency in using query languages, such as SQL.
- Experience with test automation, including planning and creating automated scripts.
- Excellent written and verbal communication skills.
- Strong interpersonal skills and the ability to collaborate across multiple teams.

**Preferred Skills**:
**Minimum Entrance Requirements**:

- Bachelor's degree in computer science.
- Five years' experience in managing software testing activities for a complex software implementation program in large-scale projects.
