**Description**:
**IBSS seeks a Program Manager to deliver program management support to the Office of the Chief Administrative Officer (OCAO) at the National Oceanic and Atmospheric Administration (NOAA). This role encompasses portfolio, program, project management, administrative, logístical, analytical, communication, and policy review support to aid planning efforts.**

**OCAO is a major staff office within NOAA with management functions in four major programmatic areas: (1) administrative programs, (2) facilities programs, (3) safety and security programs, and (4) assets. OCAO is chiefly responsible for NOAA-wide technical and programmatic guidance and staff support to NOAA in the areas of real property management, logistics management, construction project management, facilities operations, safety, and environmental compliance, directives, and administrative programs.**

**Key Responsibilities**:

- **Develop and execute processes for effective program and project planning and execution, including detailed plans, accomplishments, and schedules.**:

- **Draft, update, and maintain multi-year strategic plans. Review current organizational strategies and develop performance measures. Support the development of roadmaps to achieve strategic objectives over the planning cycle.**
- **Collaborate with project managers and management to maintain project schedules and risk registers, updating and re-baselining as needed.**
- **Plan and execute various program and project management meetings, including annual operating plan meetings, quarterly program reviews, process improvement meetings, and weekly project management coordination meetings. Track actions from these meetings and coordinate with program and project managers to ensure completion.**
- **Work with project managers to develop artifacts for planning and review meetings.**
- **Provide data analytics support to enhance project management and operational efficiencies.**
- **Provide design services and writing expertise in developing the organization's products, materials, and other documentation.**
- **Assist OCAO employees with mapping strategies and activities in OCAO Annual Operating Plans and Program Reviews. Evaluate and track progress toward strategic planning efforts.**
- **Identify intermediate and long-term outcomes based on strategic mapping. Analyze results and deliver reports on overall progress towards OCAO's strategic planning to OCAO management.**:

- **Support OCAO in responding to taskers from OCAO, NOAA, and DOC regarding strategic plans. Develop associated documents, spreadsheets, presentations, and other materials, including providing technical writing input.**
- **Perform workforce competency assessments and identify skill gaps. Enhance efficiency through business process improvements. Analyze data to determine the business impact of research findings.**

**Required Skills /Education/ Certifications & Qualifications**:

- **Education: BA/BS/MS/PhD degree (or equivalent)**:

- **Experience: 8-10 years of experience in programmatic strategic portfolio management, 8+ years experience in IT management.**
- **Must be PMP certified with comprehensive knowledge of PMBOK best practices as outlined by PMI.**
- **Demonstrates writing and oral communication skills and demonstrates proven skills in programmatic areas addressed by the delivery order to be managed.**
- **Organize, direct, and coordinate the planning and production of all activities associated with assigned delivery order projects.**
- **Experience with Senior Federal Government Officials (preferred)**
- **Demonstrated ability to work independently or under only general direction**
- **Skilled in conducting research and making recommendations to enhance business processes and performance.**
