The Independent Living Resource Center (ILRC) is a disability focused non-profit providing services and advocacy to those experiencing all disabilities, of all ages, and all income levels. Our mission is to **promote independent living and full access for individuals with disabilities through advocacy, education and action in our communities. ** **About the position**:
The Emergency Preparedness Manager is responsible for the coordination, education, and implementation of emergency preparedness standards and plans for the Disability Access and Functional Needs (DAFN) communities within ILRC’s catchment area. They will coordinate emergency preparedness education and best practices with consumers and local stakeholders to ensure an organized response during, and after, emergencies or disasters.

**Responsibilities**:

- Develop a comprehensive community outreach plan to inform the DAFN community throughout ILRCs catchment area about PSPS events and emergency preparedness and response services.
- Knowledge of all county alert and notification systems and procedures.
- Participate in each county’s emergency preparedness committees to represent the DAFN community in planning, coordinating, maintaining, and updating their response.
- Collaborate with local Offices of Emergency Services and Public Health teams within ILRCs catchment area to represent the DAFN community in the creation, development, training, and implementation of disaster plans.
- Become well versed in emergency/disaster related equipment and advise consumers on capacities, capabilities, specifications, etc.
- Coordinate the use and routine testing of all emergency/disaster related equipment.
- Coordinate ILRCs Public Safety Power Shut Off response, including back-up battery loan program by screening, facilitating distribution of batteries, and tracking battery loans.
- Develop after action assessments for every local disaster response, including identification of what did and did not work with specific recommendations for improvement.
- Advocate for the needs of people with disabilities in State and National emergency preparedness policy
- Collect, review, and track data required by local, state, and federal entities which are consistent with ILRCs policies and procedures.
- Develop and prepare reports that fulfill grant contract requirements as outlined by the specific funding stream.
- Create and maintain confidential files for consumers including completing intakes, documenting services notes, establishing ILPs, and other forms as required.
- Utilize and follow ILRC policy, procedure and service provision manuals.
- Ability to take initiative and, after completion of initial training, ability to work with limited supervision from direct supervisor.
- Participate fully as a member of a working team and promote harmonious working relationships.
- Conduct agency business in a professional manner
- Other duties as assigned.

**Essential Qualifications**:

- Have and use excellent communication, listening, and organizational skills.
- Analytical skills necessary to evaluate and make recommendations regarding emergency management and preparedness issues.
- Ability to articulate complex concepts and translate those concepts into plain language.
- 3 or more years of experience in related field
- Experience working with persons with disabilities;
- Ability to meet deadlines, balance multiple tasks.
- Ethical work practices: honest, dependable, team-oriented work style
- Must have access to reliable transportation and be able to travel throughout ILRCs catchment area with mileage reimbursed on short notice.
- Ability to lift 70lbs or more.
- Contribute to positive, action-oriented work environment.
- Willingness and ability to adjust to changing conditions and priorities.
- Work in collaborative office setting with quiet to moderate noise levels
- Must be able to sit/work at a computer for extended periods of time.
- Ability to work in high stress level environment at times.

**Preferred Qualifications**:

- Personal experience with disability
- Bilingual English/Spanish
- Work or educational experience in emergency management and/or social services field
