The Deputy Director, Intelligence and Information Sharing oversees all operations of the Secure Community Network (SCN) Jewish Security Operations Command Center (JSOCC) and Duty Desk, which serve as the hub for threat monitoring, intelligence analysis, information sharing, and incident reporting as it relates risks and threats impacting the Jewish community in North America. Responsibilities include strategic planning and oversight of the section, management of staff, and development of policies, objectives, budgets, and program activities. The Deputy Director is also responsible for developing and maintaining strategic relationships with external entities including the U.S. Department of Homeland Security, Federal Bureau of Investigation, Fusion Centers, and state, municipal, military, tribal, private, public, nonprofit, and academic sector parties, as well as maintaining Memorandums of Understanding with various stakeholders to ensure liaison efforts, and fostering intelligence and law enforcement community connectivity with all entities.

RESPONSIBILITIES:_**
- Oversees the strategy and operations of the Jewish Security Operations Command Center (JSOCC) ensuring optimal effectiveness and efficiency of the section through strategic planning and the development and implementation of policies, objectives, budgets, tools, and program activities, as well as leading the JSOCC in emergency situations/response.
- Builds, manages, and coordinates interactions, communications, and agreements related to intelligence and information sharing with local, state, tribal, and federal partners, as well as partners across the private and nonprofit sectors, to ensure effective intelligence gathering and dissemination of information to safeguard SCN's security efforts on a 24/7 basis.
- Represents SCN at high-level and high-profile meetings and large and small group speaking events.
- Oversees the monitoring of all planned events, spontaneous incidents, gatherings of interest, and emergencies that concern the community served by SCN.
- Develops or oversees, as appropriate, comprehensive briefs and reports focused on current threat level intelligence.
- Interprets pertinent laws, policies, and community standards, to include advancing emerging protocols and practices across the network
- Serves as a member of the SCN Executive Leadership Team and represents the National Director and the organization as required; active in daily management decisions.
- Ensures overall interoperability and cross-functionality with other sections and departments within the organization.
- Develops and implements the section's annual budget and monitors expenses related to specific section needs.
- Participates in and/or directs the recruitment, training, professional development, performance management, and capacity-building of relevant staff.
- Ensures all department-specific policies and procedures are up-to-date and understood by all impacted staff.
- Provides required or requested assistance to partner organizations.
- Stays current regarding training standards, codes, and statutes that affect SCN and the Jewish community.

**_ QUALIFICATIONS:_**
- Bachelor's degree in a related field, plus a minimum of 15 years of experience in intelligence community, law enforcement, or military security operations, including responsibility for the collection, analysis, and sharing of intelligence and information, through managing a fusion center, security operations center, real-time crime center or other relevant operations related to threat intelligence. An equivalent combination of education, training, and relevant experience may be considered.
- Preferred qualifications include experience with Open Source Intelligence (OSINT), a master's degree in a relevant field, and demonstrated supervisory experience.
- Understanding of relevant intelligence processes, plans, platforms, initiatives, guidelines, and standards, including appropriate national, international, and criminal/terrorism data systems, and the intelligence cycle.
- Expertise in the development of intelligence collection plans and a comprehensive intelligence product line.
- Proficient with emerging information and communication technologies relevant to intelligence and information sharing. Ability to identify and evaluate technologies as needed to support the effective operation of the JSOCC.
- Ability to mentor, supervise, lead and assess performance of teams in support of the intelligence & information sharing mission.
- Excellent verbal and written communications skills, including the preparation of complex written reports and experience with conducting oral briefings and presentations.
