**Duties**:

- Provide legal advice on administrative investigations such as security violation, classified information mishandling, financial liability investigations of property loss, or allegations of misconduct that violate Uniform Code of Military Justice.
- Provide advice and written legal opinions on all matters requiring Ethics opinions and decisions, and ensure compliance with all applicable ethics regulations and policies when conducting official activities.
- Principal ethics counselor within the BDE. Provide advice, review and assistance with financial disclosure programs and reviews; Ethics Counselor program training, advice and assistance to the command principals and leaders.
- Serve as BDE coordinator for annual financial disclosure reporting required by the Office of Government Ethics and review submitted reports.
- Prepare legal opinions on Freedom of Information Act (FOIA) and Privacy Act on all matters involving the release or potential release of intelligence and CI sensitive information, operations, or activities.
- Provide fiscal and contract law advice and write opinions on the expenditure of various fund types to support on-going intelligence operations and activities.
- Evaluate government funding documents, proposed contracts, task orders, and statements of work for legal sufficiency and compliance. Provide legal advice to resource management and contracting officials.
- Act as fiscal and contracts legal adviser on all fiscal and contractual matters, including but not limited to, acquisition planning, solicitation preparation, bid protests, contract administration and performance, and contract dispute litigation.
- Assist on matters pertaining to Federal employees including Management Employee Relations (MER).
- Represent the command on issues arising out of claims within the purview of the Equal Employment Opportunity Commission (EEOC) and Merit Systems Protection Board (MSPB).
- Develop and present training classes on Ethics, UCMJ, investigative procedure, Table of Penalties, MSPB, grievance procedures, MER, FOIA, Privacy Act, and other areas identified by the Commander or higher authority.

- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be a member in good standing of the bar of any state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
- Two year trial/probationary period may be required.

- 1. Ability to analyze and provide legal counsel on a wide range of military legal issues. Knowledge of statutes, regulations, and authorities related to military rights and administrative law.
- 2. Knowledge of Federal and/or Department of the Army Administrative Law to include statues, regulations, and case law related to the Freedom of Information Act (FOIA), Privacy Act (PA), Administrative Investigations, Fiscal Law, Federal Acquisition Law, Ethics, Standards of Conduct, Executive Orders and Regulations.
- 3. Knowledge of Federal and/or DoD and Army civilian personnel laws and the ability to litigate sensitive cases before the Equal Employment Opportunity Commision and Merit Systems Protection Board.
- 4. Ability to produce clear and concise legal documents.- The following minimum qualification requirements must be met before applicants are eligible for further consideration:

- **EDUCATION**: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- **BAR MEMBERSHIP**: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
- **EXPERIENCE**:Applicant must have 2 or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.- The following documents are required:
