**Primary Purpose**:
Responsible for directing and managing the District’s Title and State Compensatory Education programs. Develop and monitor compliance processes and systems to ensure the SMSD and Title I schoolwide campuses achieve and maintain 100% compliance with all federal, State, and local fiscal and programmatic accountability standards. Direct the district’s special education program to ensure provision of needed services for special needs students. Work to provide individualized education plans to meet the needs of all students. **Qualifications**:
Education/Certification:

- Master’s degree in Education (required)
- Valid Texas teaching certificate in special education
- Mid-management, Principal, or equivalent certification preferred.

Special Knowledge/Skills:

- Knowledge of federal and state special education law
- Knowledge of federal regulations and state guidance concerning Title and SCE programs
- Knowledge of program improvement strategies and at-risk indicators
- Ability to maintain confidentiality of privileged and sensitive information
- Ability to organize and manage multiple complex tasks simultaneously and independently to meet deadlines
- Ability to perform duties with attention to detail, speed, accuracy, follow-through, courtesy, cooperativeness, and work with minimum supervision
- Ability to communicate effectively verbally and written utilizing tact and diplomacy and maintain effective working relationships with district personnel and campus administration
- Ability to comprehend complex systems and technical information and explain effectively to a wide variety of stakeholders
- Ability to evaluate programs as related to State and Federal funding
- Ability to maintain effective working relationships with a wide variety of District personnel and outside organizations
- Understanding of the individual needs of special needs students
- Ability to communicate with all levels of special needs students and their parents
- Ability to interpret policy, procedures, and data
- Ability to manage budget and personnel
- Ability to coordinate district functions associated with Federal and State programs
- Strong organizational, communication, and interpersonal skills

**Experience**:

- Three years-experience managing funded program budgets (preferred)
- District-level grant management experience (preferred)
- Three years experience in instructional leadership roles (required)

**Major Responsibilities and Duties**:
**Instructional Management**

1. Assist Campuses and departments with conducting and documenting the comprehensive needs assessment, developing plans to address their needs, and the annual evaluation of the Title programs.

2. Assist Title campuses with strategic planning for campus improvement.

3. Prepare necessary documentation and reports for fiscal accountability.

5. Ensure that student progress is evaluated on a systematic basis and that the findings are used to make federal and state programs more effective.

6. Encourage and support the development of innovative instructional programs, helping teachers to pilot such efforts when appropriate.

7. Plan the necessary time, resources, and materials to support subordinates in accomplishing educational goals.

8. Manage the special education referral process; arrange for or conduct student assessments; make recommendations regarding placement and program management for individual students.

9. Ensure student progress is evaluated on a systematic basis, and that the findings are used to ensure the special education program is in compliance.

10. Supervise and monitor the admission, review, and dismissal (ARD) process district-wide.

11. Participate in committee meetings to ensure the appropriate placement and development of individual education plans for students according to district procedures.

12. Supervise transition services for special education students entering and exiting public school programs.

13. Provide leadership in the formulation and implementation of contracts for special education students receiving services outside the district.

14. Obtain and use evaluative findings (including student achievement data) to gauge federal program effectiveness.

15. Supervise transition services for special education students entering and exiting high school programs.

16. Serve as resource person in the design and equipping of facilities for students with disabilities.

17. Ensure that curriculum renewal is continuous and
