The James City Service Authority seeks an individual to perform responsible work related to the operation and administration of residential and commercial water meter service.

Salary negotiable depending on qualifications + Full-Time County Benefits.

There are four levels in the Meter Reader series distinguished by the level of work performed and the qualifications of the employee.

Meter Reader Apprentice - $37,398 / yr or higher DOQ

Meter Reader Specialist I - $39,968 / yr or higher DOQ

Meter Reader Specialist II - $42,734 / yr or higher DOQ

Meter Reader Specialist III - $45,704 / yr or higher DOQ

**Responsibilities**:

- Locates residential and commercial water meter for assigned addresses; records meter readings for billing purposes using both manual and automated equipment methods.
- Delivers water service notifications to customers with delinquent accounts; terminates water service for nonpayment as directed.
- Investigates customer complaints; communicates results of investigation to customers.
- Inspects meters for possible source of leakage and determines severity of leak; determines responsibility for leak issue; replaces or makes minor repairs on leaking, damaged or improperly functioning residential and commercial meters.
- Uploads and downloads routes for billing purposes; prints route reports; creates and closes work orders related to field activity.
- **(Specialist II)** Coordinates activities with the Customer Service Billing Department to ensure accurate and timely utility billing and service order completion; operates and maintains assigned vehicles; ensures daily safety and general vehicle appearance checks; schedules preventative maintenance service; prepares and maintains a variety of records, logs, work orders, and/or other related documentation.
- **(Specialist III)** Serves as a Lead to lower-level meter reading staff, which includes prioritizing and assigning work; trains staff on work methods and procedures; ensures staff abide by all JCSA safety protocols and mandatory training; reviews meter reading routes, determines the most efficient reading pattern and performs the most difficult corrections or revisions; conducts field readings of residential and commercial meters and logs results utilizing established guidelines; evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving complex matters; considers the relative costs and benefits of potential actions to choose the most appropriate one.
- Performs other duties as assigned.

**Requirements**:

- Any combination of education and experience equivalent to a high school diploma.
- Must possess, or be able to obtain within 30 days, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
- Knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
- Skill in use of computer software, especially Microsoft Office Suite; effective verbal and written communication skills.
- Ability to perform sustained physical activities; work under disagreeable conditions such as exposure to weather and varying topography; resolve problems and complaints and deal with irate customers effectively; understand and interpret policies and procedures.

**Meter Reader Apprentice**
- Some experience working with the public in a customer service role.

**Meter Reader Specialist I**
- Some work experience working with the public and reading meters.
- Knowledge of the proper use of meter reading equipment and the workings and characteristics of water meters.
- Must meet all requirements of Meter Reader Apprentice; successfully complete required training for Meter Reader Specialist I as determined by department.

**Meter Reader Specialist II**
- Considerable work experience involving public contact, previous experience reading meters.
- Knowledge of the proper use of meter reading equipment and billing procedures including knowledge of the workings and characteristics of a variety of water meters.
- Skill in troubleshooting and repairing water meters.
- Must meet all requirements of Meter Reader Specialist I; successfully complete required training for Meter Reader Specialist II as determined by department.

**Meter Reader Specialist III**
- Extensive work experience involving public contact, previous experience reading meters.
- Knowledge of the proper use of meter reading equipment and billing procedures including knowledge of the workings and characteristics of a variety of water meters.
- Comprehensive geography knowledge of the department’s service area, and ability to read maps as well as utilize a global position system unit and the geographic information system.
- Must meet all requirements of Meter Reader Specialist II; successfully complete required training for Meter Reader Specialist III as determined by department.
