**Job Title**:CDC Test Counselor

**Job Summary**:
The Test Counselor is a key position in the Outreach and Testing program. Under the direct supervision of the Outreach and Testing Supervisor with general guidance from the Assistant Director of Prevention Programs, the Test Counselor will provide HIV/HCV and integrated STI/D testing point-of-care, conduct pre/post-test counseling, referral, risk reduction education, targeted outreach and recruitment to YMSMOC ages 13-34. The Test Counselor will utilize a status-neutral approach, promote and support integrated and person-centered models of medical and behavioral health care and increase the availability and improve access to culturally and linguistically affirming Prevention Services.
- Primary Duties & Responsibilities include, but are not limited to:_
- Conduct event-based outreach and education activities to targeted populations and communities at a range of community venues, targeting sites and locations where the priority population are known to reside, socialize, and gather (e.g., Health Fairs, HIV/STI Testing Events, Bars/Clubs, Strolls etc )
- Properly label, handle, and transport specimens following departmental policies, sort specimens received and process specimens for delivery to laboratory departments.
- Complete risk behavior screenings, brief interventions, combination prevention education and referrals and connection to other essential support services.
- Provide targeted HIV,HCV,STI/D point-of-care testing, counseling, referral and confirmatory HIV testing to clients testing preliminary HIV-positive.
- Complete partner services and NYS provider report form on all new HIV diagnoses as well as previous HIV diagnosis new to the program.
- Ensure that all HIV and HCV positive clients are offered and connected to Linkage Navigation Services to provide iART and initial HIV primary care support services.

**Qualifications/Criteria**:

- Minimum of 2 year experience (paid, peer or volunteer in HIV/HCV education or counseling).
- Extensive knowledge of HIV/HCV/STI infection, transmission, prevention.
- Knowledge of HIV/AIDS, sensitivity towards PLWHAs.
- Experience working with high risk populations such as injection drug users.
- Knowledge of High Impact Prevention strategies and evidence based behavioral interventions.
- Knowledge of community resources.
- Excellent verbal and written communication skills, including strong interpersonal and organizational skills.
- Strong computer skills and knowledge including MS Word, Outlook, Excel, and other software.
- Bilingual (English/Spanish) preferred.
- Willing to work evenings and some weekends.

**Education**:

- Associates degree with at least 1+ years of relevant experience preferred.
- HS Diploma or equivalency with at least 2+ years of relevant experience.
