**Duties**:
The Associate Director for Explorers & Heliophysics Project Division:
Directing and ensuring project management, technical direction, and cost and schedule control for
all EHPD-related activities at the Center. This includes interfacing for all matters pertaining to the
EHPD, committing GSFC by making technical and management decisions, and dealing technically
and authoritatively with NASA Headquarters, other NASA Centers, foreign space agencies,
contractors, and other elements of GSFC.
- Managing and implementing a new way of doing business utilizing innovative, streamlined and efficient management approaches, thereby reducing mission costs and schedule. Establishes cadres if project personnel who will provide program insight/oversight and innovative teaming arrangements.
- Developing and executing Directorate policies, plans, and procedures for the EHPD activities, including LWS, STP, and Explorers programs.
- Planning and establishing goals, objectives, and management strategies for project budgetary requirements and plans for spacecraft, instruments, software, and other complex technical equipment and services. Negotiating plans with contractors, Center elements, NASA Headquarters, other United States agencies, and foreign governments.
- Responsible for designing, developing, integrating, testing, calibration, launch and operations of launching a set of independent projects performing world class scientific investigations supporting the Flight Projects Directorate.
- Coordinating project requirements to assure operational requirements and international agreements are met and assuring strong engineering approach is taken for all missions.
- Directing project field activities relating to the launch of EHPD projects; assuring integration of satellite and launch vehicle scheduling; responsible for the technical compatibility between the satellite and launch vehicle and for the launch vehicle meeting project requirements; determining the services and facilities required including the need for additional equipment and operating procedures, etc; assuring that projects are in a state of readiness for launch.

- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.

**Qualifications**:

- You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.-
