Description:
**RISE (Responsible Industry for a Sound Environment), a trade association located in Arlington, VA, near our nation’s capital, is seeking a full-time Manager of Government Affairs.** The Manager of Government Affairs is responsible for coordinating our federal government relations and strengthening and increasing our advocacy presence at the federal, state, and local levels to ensure our association is a force multiplier in advocating for our industry. Job responsibilities include implementing strategies that integrate grassroots and communications to engage members, allies, policymakers, and other stakeholders. The Manager reports directly to the President.

**Responsibilities**:

- Lead monthly educational meetings with legislative staff on behalf of the Pesticide Policy Coalition, focusing on foundational pesticide regulation education and the benefits of specialty pesticides and fertilizers.
- Develop and execute RISE’s federal appropriations strategy, including building out resource materials, identifying key targets and conducting a national campaign over a short period.
- Oversee all aspects of the RISE Grassroots Network, including managing and recruiting membership, writing content, and providing support and services as needed.
- Produce and distribute a quarterly advocacy e-newsletter, crafting original stories, and incorporating materials from internal and external stakeholders.
- Coordinate with the RISE team to proactively develop and implement effective grassroots engagement strategies for issues spanning federal, state, and local levels.
- Plan and deliver advocacy training for RISE members, RISE allies, and the Grassroots Network, acting proactively to engage with allies and members.
- Coordinate and facilitate the Association’s coverage of federal topics and trending issues during bi-monthly calls with state partners.
- Lead the RISE Aquatics Committee as the staff liaison, collaborating with the volunteer committee leaders and members.
- Monitor legislative and regulatory issues affecting the aquatic pesticide industry, developing RISE comments for state and federal regulatory dockets, and writing RISE testimony on relevant legislation, coordinating with fellow RISE staff as needed.
- Represent RISE at aquatic stakeholder meetings with the U.S. Environmental Protection Agency and other relevant agencies.
- Cultivate and nurture RISE’s stakeholder and ally relationships with state and local partners, working with the Director of State Affairs to engage successfully on state policy proposals.
- Assist in the composition and distribution of informative and compelling correspondence, testimony, policy positions, grassroots alerts, briefings, reports, toolkits, and background materials to support grassroots engagement on priority issues.
- Collaborate closely with RISE colleagues and members on various initiatives.
- Fulfill other responsibilities and projects as required.

**Requirements**:
**Education and Work Experience**:

- BA/BS degree in political science, communications, public relations, environmental science, or similar field.
- Minimum of 1-3 years’ experience in a related position; issue campaign experience and knowledge of state and local governments is a plus.
- Ability to produce effective written work products, including distilling complex or technical information into concise and influential communications, is essential.
- Basic knowledge of U.S. pesticide regulatory system and current issues is desired but not required.

- Excellent interpersonal, communication, and organization skills.
- Demonstrates flexibility, sound judgement, discretion, and political acumen.
- Has proficiency in Microsoft Office, legislative bill tracking tools, and social media.
- Some travel may be required throughout the year (less than 33%).
