Under the general direction of the Staff Services Manager I (SSMI) of the State Grants Management (SGM) Branch of the Division of State Financial Assistance (DSFA), the Housing and Community Development Representative (HCDR) II is responsible for all phases of administering the Department of Housing and Community Development’s (HCD) complex grant agreements in compliance with state requirements. Staff will independently perform all actions associated with grant management, including file maintenance, program database input, monitoring activities, record keeping and reconciliations with accuracy.

The SGM Branch is primarily responsible for the fiscal and contract management of state funded grant programs including monitoring and clearing of standard agreement conditions, processing of fund disbursement requests, monitoring of grantee reporting requirements, maintaining contract files and providing technical assistance to grantees to ensure programmatic and statutory requirements and timelines are met.

**Desirable Qualifications**
- Ability to effectively interpret and implement policies, procedures and Federal and State codes, statutes, and regulations to ensure programmatic outcomes that support the Department’s mission.
- Experience analyzing and interpreting financial reports and data.
- Experience with monitoring grant/loan programs for compliance and monitoring funding disbursements.
- Grant and/or loan management including independent pipeline and/or project/asset management.
- Practical experience reviewing documentation affiliated with loan and grant transactions in affordable and/or multifamily housing, community, and economic development, underwriting and loan closing practice and procedures.
- Practical experience collaborating and networking with employees at all levels within an agency to solve complex issues across organizational units.
- Experience using standard office software such as Microsoft Office (Word, Excel, Outlook, PowerPoint) for communication, document processing, data analysis and presenting information and recommendations effectively.
- Experience working independently and as part of a team.
- Strong and positive customer service skills, and experience clearly communicating with small and large groups, and efficient organizational skills.
- Public speaking/training experience.

**Job Types**: Full-time, Temporary

Pay: $5,967.00 - $7,474.00 per month
