**J**OB SUMMARY**:
This is technical field and office work in a wastewater pollution control program. Work involves inspection of industrial pre-treatment facilities throughout southern Broward County, industrial discharge monitoring, and conducting all industrial licensing activities including preparation and resolution of notices of violation. Work involves investigating public complaints and conducting surveys and tests for violations of federal, state and local pollution control regulations. Work includes responsibility for field sampling, laboratory analysis and reporting of various conditions constituting current or potential environmental hazards. Work is performed in accordance with standardized field and laboratory methods and techniques, with some independent judgment exercised in recognizing abnormal test results. Technical supervision is received from a superior who assigns work, reviews test findings, and assists in complex analyses and code interpretations.

**ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES**:

- Inspects and investigates industrial waste control, pre-treatment, or treatment facilities; creates and maintains files on industrial users; enters manholes; installs 45-pound samplers; collects samples and measures industrial flows.
- Investigates industrial and commercial firms to determine the nature of business, the wastewater generating processes, and the magnitude, type, and strength of the wastes produced. Investigates and determines compliance with well field protection programs.
- Analyzes the adequacy of industrial wastewater pre-treatment processes; determines compliance with legal requirements; serves notices of violations; discusses violations with the firm's management and seeks corrections, collects pertinent information; prepares reports and testifies in court as required.
- Reads and interprets federal, state, and local regulations and determines need for compliance programs. Renews plant licenses such as Hazardous Materials Storage, and compiles reports to satisfy such regulations as SARA Title III and Community Right-to-Know; updates and maintains plant safety and emergency procedures as needed including Hazardous Communications, confined space entry, and hurricane preparedness.
- Investigates public complaints and related environmental hazards within the scope of pollution control regulations relative to noise meters, vapor, odor, dust, toxins, effluents and various pollutants.
- Installs, operates and maintains field test equipment; records tests results, and notes effects on plant and animal life.
- Prepares solutions and reagents for chemical and physical tests of wastewater samples in the laboratory; records and calculates field and laboratory data, including meteorological conditions, and assists in cumulative compilations and analyses.
- Serves complaints on code violators; collects pertinent information; prepares reports and testifies in court as required.
- Assists with the installation and inspection of pollution abatement equipment; investigates requests to burn refuse and recommends proper controls.
- Assists in the explanation of pollution control regulations to industrial and governmental officials; advises on corrective action and reports findings to an engineering/technical superior.
- Maintains inspection records; submits narrative and statistical reports.
- Performs monitoring surveillance both day and night, if needed, and on-call duties when required.
- Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
- Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

**EDUCATION/EXPERIENCE**:

Required:
A Bachelor's Degree with major course work in chemistry, physics, biology or related field; plus three (3) years experience in regulation compliance work. It may be determined that additional experience in pollution regulation compliance work or as an "A" or "B" licensed operator (DEP certification) substitutes for some of the required education.

Preferred:
Five years of experience in regulations within a utility.
- Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements._
