**Duties**:
As a Supervisory Management and Program Analysis Officer, you will perform the following duties:

- Serve as a Regional Director. Work in conjunction with the Office of National Marine Sanctuaries (ONMS) Director, Deputy Director, Business Manager, and other senior leadership to plan, establish and manage all aspects of the National Marine Sanctuary System, including developing and implementing ONMS strategic budget, management, and administrative priorities. Advise senior leadership regarding programs and initiates. Determine sources of information and perform necessary research and coordination to evaluate the effectiveness of programs.
- Propose and develop strategies, plans, and policies to ensure accomplishment of programs/projects. Conduct long-term, corporate-level planning, resource allocation, coordination and collaboration among national marine sanctuaries, partnership building, and community liaising. Analyze various programs to find innovative ways to support the implementation of sanctuary-specific priorities, empower the management efforts of sanctuary superintendents, and find solutions to region-wide budget issues.
- Establish relationships and partnerships with other high-level governmental and non-governmental officials inside and outside NOAA (National Oceanic and Atmospheric Administration) with the intent of advancing the ONMS mission. Serve as the primary interface with senior-level Congressional and State Government officials. Lead and direct special projects for the benefit of the ONMS mission.
- Execute full supervisory authority for staff; evaluate work performance, develop performance standards, and provide advice on work-related matters. Make timely and educated decisions on administrative matters and stay current on Federal personnel regulations and agency-level guidance. Identify and fill necessary subordinate positions and support professional growth through trainings and other educational opportunities.

**This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.**

**The ZA-5 is equivalent to the GS-15.**

**Qualifications**:

- **SPECIALIZED EXPERIENCE**:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

**SPECIALIZED EXPERIENCE**:Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

- Analyzing program functions to identify issues and evaluate efficiency of the program;
- Developing strategies and policies and formulate recommendations to ensure program objectives are accomplished;
- Leading collaboration and outreach efforts with internal and external stakeholders; and
- Leading or managing a team to include developing performance standards, evaluating work performance, and providing oversight and feedback.
