**Description of Primary Purpose**:
**Hiring Range anticipated to be $32.00 - $39.07 per hour. Full salary range for the position is $31.26 - $46.89 per hour.**

**Supervision Received**:Works with direct supervision of the Sr. Plan Examiner and general supervision of the Building Division Manager and other senior management.

**Function**
- 45%- Performs plan review of all types of residential, commercial, and industrial buildings, and building systems, and accessory structures to ensure compliance with adopted International Building Codes, and local building and zoning / land use code requirements. Also applies best practices to review and approve site plans, erosion and sedimentation control measures, earthwork & grading plans, storm water drainage and management plans and supporting calculations that are prepared by licensed architects, landscape architects, and engineers for residential development. Provides written comments to design professionals, contractors, property owners and other city staff. Coordinates with external contract services firms that provide various technical advisory review services to the City.- 25%- Applies knowledge of municipal development codes and related laws and ordinances. Assists customers and administrative staff at walk-up customer service desk as needed. Provides technical instruction, guidance, and information to consultants, contractors, engineers, City officials, property owners and the public regarding review of design proposals as it relates to regulatory compliance matters.- 10%- Inspects projects in the process of construction, alteration or repair for compliance with adopted building codes, zoning requirements and conformity with approved plans and conditions. Responds to complaints and conducts inspections related to drainage and grading matters on private residential properties to ensure compliance. Makes written records of field inspections results together with notes on any action taken. Writes correspondence related to enforcement actions.- 10%- Examines and inspects compliance with Codes and related Commission / City Council approvals pertaining to design, zoning and historic preservation regulations and requirements.- 5%- Establishes and maintains effective working relationships with architects, building owners, contractors, fellow employees and the public. Meets or corresponds with architects, contractors and property owners regarding plan reviews, construction installations and regulatory details.**Marginal Functions**:

**Education**:
A Bachelor’s Degree from a four-year college or university in architecture, architectural engineering, construction engineering / management or closely related field; **_Or _**Graduation from a four year High School / Associate’s Degree and equivalent combination of experience. _Preferred:_ Either of the above w/International Code Council (ICC) certification(s) or similar training and experience.

**Experience**: 3 to 5 years of experience in plan review, inspections, or an equivalent combination of educational certification, training and experience in construction practices and procedures.

**Certification or License**: Applicants must have a valid driver’s license. Must obtain International Code Council (ICC) Certification(s) as Residential Building Plans Examiner, Commercial Building Plans Examiner within 24 months of date hired. And obtain other relevant certifications as part of on-going professional development as directed.

**Required Knowledge, Skills, and Proficiencies**:

- Knowledge of building plan review for compliance with applicable codes and ordinances related to project design, construction, alteration, repair and related zoning and land use matters.
- Strong oral and written communication skills.
- Knowledge of building inspection for compliance with applicable codes and ordinances related to project design, construction, alteration, repair and related zoning and land use matters.
- Knowledge of the construction industry with preference towards permit review, processing and plan review coordination related to residential and commercial building development.
- Strong customer service skills that enable the provision of courteous, credible and accessible service that is responsive to customer’s needs and tactfully, fairly and firmly addresses compliance matters.
- Ability and willingness to learn and perform a wide variet
