OTHSolutions is seeking a qualified individual to lead a team of management consultants, focused on providing both strategic planning and policy development support for a homeland security and critical infrastructure protection program. Duties include, but are not limited to, the following:

- Identify information resources and key stakeholders critical to strategic planning.
- Conduct research, using stakeholder interviews, literature reviews and data-mining to identify, analyze and reframe mission as well as organization-specific challenges and desired endstates.
- Draw upon our understanding of the mission, stakeholder equities as well as cascading impacts of strategic drivers on operations to both anticipate issues and construct a range of creative options that reflect differing perspectives while focusing on those that pose the best probability of success.
- Validate proposed solution alignment with prevailing authorities, policies, requirements and/or management guidance.
- Perform technical edits of deliverables to ensure compliance with the agency style guide and for proper grammar/punctuation.
- Develop and manage plans, linked to programmatic strategies, with a clearly defined series of sequenced activities and products to foster consistent implementation which help achieve the client’s objectives.
- Conduct program planning, execution, monitoring and reporting activities.
- Provide guidance to and oversight of team members in implementing assigned duties.
- Leverage extensive domain expertise to advise clients on strategic issues, with complex organizational sensitivities, and potential courses of action in realizing programmatic objectives.

**Minimum qualifications required for the position include**:

- Undergraduate degree.
- 15+ years of experience; 5+ years supporting CISA.
- In-scope Top Secret security clearance.
- In-depth knowledge of critical infrastructure protection doctrine, political and industry stakeholder landscape.
- Demonstrated proficiency providing strategic planning, policy development and program management services.
- History of successfully leading teams.
- Experience monitoring project performance to ensure programmatic objectives are met.
- Excellent written and oral communication skills, with the ability to build coalitions across complex groups.
- Proven, results-oriented problem solving abilities and initiative.
- Experience providing consulting services to federal program managers.
- Ability to collaborate and thrive in a dynamic team-oriented and hybrid work environment.
- Track record of providing exceptional program and/or project management support.
- U.S. citizenship.

**Preferred qualifications for the position include**:

- Current DHS suitability.

Salary based upon qualifications and experience

Pay: From $150,000.00 per year
