The Director of Impact Evaluation and Learning (IEL) will provide institution-wide technical expertise and input on program and project-level assessment, planning, monitoring, evaluation and learning. Under the VP of Programs (VP), and in collaboration with the DVP of Program, Director of Conservation and Senior Director of Animal Rescue, the Director will lead a global IEL team that supports Program teams in the design and implementation of impact-driven projects that align with the overall institutional goals. The Director will provide hands-on training and coaching for project teams to build their capacity to monitor and evaluate their projects effectively using qualitative and quantitative methods and to promote an organization wideculture of learning, innovation and adaptive management. The Director will also serve as a resource to Program Leadership, consulting on programmatic strategies, alignment of project direction, and development of impact measures, ensuring the inclusion of evidence-based decision making throughout. The Director will work closely with the VP and the Executive Vice President (EVP) to support the execution of the institutional strategic plan to ensure programmatic and operational alignment. The Director will also collaborate with the Program leadership team to develop coordinated programmatic and regional strategic plans with robust, actionable IEL components. The Director will lead the development and management of systems and resources to support active assessment, design, monitoring, reporting and evaluation across Programs for submission to Executive Management Team (EMT) and the Board.

**Role and Responsibilities**
- Leads the Impact, Evaluation and Learning team that supports all project teams’ activities and initiatives around strategic planning, monitoring, evaluation and learning
- In collaboration with Program leadership manages project
- level strategic planning and IEL needs for all Programs
- Builds a culture of learning, sharing and transparency across the organization by identifying opportunities for internal or external sharing and adoption of lessons learned, innovative approaches, failure growth, and adaptive management solutions
- Works with the VP to develop and implement the institutional strategic plan, ensuring robust impact and operational goals and indicators are in place and reported upon annually
- In collaboration with Program Leadership conducts analytics and collates annual program impact data for reporting
- Collaborates with Program Directors to develop effective program strategies that align with the institutional strategic plan
- Collaborates with Senior Manager of Program Operations and team (Grants management, Compliance & Project Management) to ensure alignment and synergy with the Impact Evaluation and Learning team
- Oversees the IEL capacity building needs in each region to ensure staff keep place with contemporary IEL practices
- Works closely with the Institutional Giving Team to support foundation and government proposal development particularly around M&E design and implementation
- Supports Program Directors and Managers to review annual project plans and quarterly reports to ensure accuracy, completion, and thorough M&E data analysis and inclusion
- Facilitates project and strategic planning meetings where needed
- Supports teams in the management of external evaluators to evaluate projects or programs
- Conducts internal evaluations or assessments of projects or initiatives, developing reports and action plans to integrate key recommendations
- Develops and manages all planning and IEL systems and tools across Programs and Regions, and ISP reporting for Development and Communications & Brand Marketing functions.
- Conducts appropriate field project site visits for strategic backstopping the IFAW MEL team and partners when needed
- Conducts outreach and provides thought leadership to the broader M&E community through speaking engagements and conference participation where relevant
- Supports VP of Programs on other projects or requests

**Qualifications and Education Requirements**
- BA/BS degree or equivalent experience preferred; MA/MS degree in monitoring and evaluation, biological sciences, or international studies is ideal
- Minimum of five years experience planning, monitoring, and evaluating international projects
- Five or more years experience preferred in project management and/or formal/informal education or outreach campaigns
- Understanding of technology use in monitoring and evaluation (including GIS or other geospatial data systems)
- Solid understanding of international animal welfare and conservation issues and stakeholders
- Confident and creative facilitation and public speaking skills
- Superior writing skills, report writing, briefing documents, strategic analysis
