JCFS Chicago is seeking a progressive, social-minded, highly-collaborative director to lead the HIAS Immigration & Citizenship program and team. This role oversees operations and provide strategic direction to a diverse team providing refugee resettlement, case management, and legal services to varied refugee and immigrant communities.

**_ RESPONSIBILITIES:_**

**Program and Financial Oversight**:

- Lead a diverse team of 20+ staff members, including six direct reports. Provide supervision for staff working in complex programs, under strict deadlines, and with purpose and urgency.
- Oversee implementation of and compliance with multiple federal and state grants and contracts, including with the U.S. Department of State, Office of Refugee Resettlement, and Illinois Department of Human Services.
- Develop and evaluate program services and plan for the long-range future of the program. Develop or modify services in alignment with organizational model and strategic plan, and with a clear understanding that immigration policy and funding shift and change frequently.
- Assure accountability in data collection and reporting in coordination with grant requirements and standards set forth by JCFS’s Continuous Quality Improvement department.
- Integrate succession planning efforts to ensure talent resources are strong and positioned to optimally provide quality services and career enhancement opportunities.
- Monitor relevant service trends and potential community needs to assess potential fit to HIAS core mission and services and articulate the program’s annual plan.
- Perform other duties as assigned.

**Fundraising and Community Engagement**:

- Represent HIAS Immigration & Citizenship and JCFS Chicago to diverse internal and external audiences. Speak with confidence and conviction about the services and supports provided by the program to attract donors and volunteers.
- Identify and develop recommendations and strategies to attract and increase donors to the program with the goal of increasing revenue to sustain program services. Meet with donors and potential donors and advocate for service needs.
- Network with other local, state, and national organizations and coalitions to build alliances to benefit HIAS Immigration & Citizenship and program clients.
- Advocate at the local, state, and national level on behalf of immigration issues that impact program services.

**Supervision**:

- Directly and indirectly supervises HIAS staff.
- Responsible for the overall creation, direction, coordination, and evaluation of HIAS program.
- Carries out supervisory responsibilities in accordance with the Agency’s policies and applicable laws.
- Interviews, hires, and trains employees; plans, assigns, and directs work; appraises performance on a timely basis; rewards and performance manages employees.

**_REQUIREMENTS:_**
- Bachelors degree in social work, behavioral science, immigration law or related field from an accredited college or university. Masters level preferred.
- Minimum 10 years progressive experience working in refugee resettlement and/or with immigrant populations or social service agencies in positions of increasing responsibility. Must possess 3+ years of supervisory experience.
- Proven connection to culturally diverse client populations preferred.
- Demonstrated skill in program development, leadership, and quality administration.
- Proven track record in fundraising and budgeting. Ability to conceive and implement creative resource development initiatives.
- Comfort speaking about the Jewish history and experience of resettlement and immigration, and why that experience, as well as Jewish values, inspire the program’s work.
- As this position requires travel to locations which may or may not be accessible by public transportation, must be able to drive, have a valid driver’s license, vehicle insurance, and access to a reliable vehicle to travel in the Chicago metropolitan area.
- Understanding that due to the nature of the work, staff and clients may need support outside of traditional working hours.
