**Duties**:

- Provides advice and leadership to the CHRPD Director and OSP leadership when working on a broad range of cross-cutting biomedical research issues affecting NIH, focusing specifically on those affecting the clinical research enterprise. Specific duties involve: reviewing, analyzing, evaluating, and participating in the development of new Federal policies to promote the coordination, standardization, and streamlining of federal requirements pertaining to clinical research, with a specific focus on enhancing protections for participants in clinical research.
- Performs in-depth reviews and analyses of reports and other relevant data across all clinical trials, conducts extensive reviews and evaluations of procedures, and performs complex analyses and evaluations of requirements. Compares information, drawing conclusions and identifying any significant similarities or differences, and identifying significant trends or single events. Makes substantive recommendations to the CHRPD Director and OSP leadership regarding potential weaknesses in research participant protections, drawing conclusions based upon an in-depth analysis of the data.
- Prepares written briefing materials for the CHRPD Director, OSP leadership, and other NIH Senior Staff. Develops opening statements for OSP and NIH witnesses at Congressional hearings, and reviews, edits, and clears official statements of witnesses for other HHS agencies. Keeps abreast of and participates as appropriate in national and international activities regarding the conduct of clinical research and associated policies and processes.
- Establishes and maintains professional working relationships with senior policy and scientific program staff within the individual NIH Institutes and Centers (ICs), HHS, and other federal agencies on a range of issues relating to the review of clinical research policies and procedures with a focus on research participant protections.

**Education Requirement**:In order to meet the Basic Qualification Requirements for a **Supervisory Health Science Policy Analyst**, GS-0601, you must: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
- **ADDITIONAL QUALIFICATIONS**:_In addition to the basic education and licensure requirements, in order to qualify for the _**_Supervisory Health Science Policy Analyst_**_ position below, you must have at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the federal government obtained in either the private or public sector, performing the following types of tasks: _**Implementing scientific programs and the policies needed for effective program oversight and periodic review; Analyzing and evaluating new policies pertaining to clinical research with a focus on research participant protections; Providing advisory services to senior management regarding scientific issues; Identifying trends and emerging problems in health-related areas which may result in significant program changes; and Writing reports or testimony related to scientific research for use by top level management.
