**The State of New Hampshire, Department of Environmental Services, Water Division, Wetlands Bureau has a full time vacancy for a Wetland Permitting Specialist.**

**Summary**:

**18 Months of additional relevant experience = Associate's degree**

**36 Months of additional relevant experience = Bachelor's degree**

**54 Months of additional relevant experience = Master's degree**

**MINIMUM QUALIFICATIONS**:
**Education**:Bachelor's degree from a recognized college or university with major study in any of the biological or physical sciences, the environmental sciences, resource management, or a related environmental field of study. Each additional year of approved formal education may be substituted for one year of required work experience.**

**Experience**:Four years’ experience as an Environmentalist or in a relevant field **such as water resource management, wetlands science, soils, hydrology, geology, botany, environmental engineering, or environmental law.**

**License/Certification**:Eligibility for a NH driver’s license.**

**SPECIAL QUALIFICATIONS**:Considerable knowledge of the principles and practices of wetland science, wetland ecology, and engineering plan review. Knowledge and experience with local, state and federal wetland regulations and permitting. Experience working with the public. Excellent written and verbal communication and workload management skills. Ability to conduct training programs. Ability to perform job functions in unfavorable working conditions (e.g. cold and wet weather) and strenuous activities such as continuous walking, reaching and bending.**

**Responsibilities**:
**Reviews technical documents and data, including wetland plans, shoreland plans, engineering plans, surveys, restoration plans, forest inventory plans, waiver, variance, and permit requests related to the Wetlands Act and other Land Resource Management programs. Recommends actions to be taken.**

**Coordinates with other state, federal, and local agencies to ensure consistency and compliance with the Wetlands Act and other Land Resource Management Program issues as required.**

**Collects and maintains appropriate evidence, data, records and reports to ensure sound technical and factual information is retained as official NHDES records to support LRM programs, goals and actions. **Recommends follow up action and remedial or mitigation measures if appropriate, and providing testimony at hearings.**

**Evaluates and recommends enforcement strategies and coordinates enforcement actions, including drafting Letters of Deficiency, Administrative Orders and recommendations for the issuance of fines and for referrals to the Department of Justice, assisting with in the preparation and presentation of cases for NHDES at administrative fine and appeal hearings as delegated.**

**Completes a broad range of technical, regulatory, field and administrative assignments as delegated, providing needed resources and while increasing individual knowledge, skills and abilities of LRM programs, procedures and requirements.**

**Achieves and maintains proficiency with the use of available tools and systems, including data and information systems, Global Positioning Systems (GPS), field and mobile devices.**

**Provides technical assistance and training to assigned staff as necessary well as presenting information and providing assistance to other DES programs, and the public and municipal groups when so delegated.**

**Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
