**Job Opening**: The Department of Environmental Protection seeks applicants for Environmental Analyst V - Section Chief, Drinking Water, Northeast Regional Office, Woburn to perform the following duties:

- Review of permitting documents drafted by engineering and analyst staff for new source(s), treatment installation and/or changes; and, system modifications, including issuing various approvals related to the Drinking Water Regulations;
- Interpret and make permitting and compliance determinations on complex drinking water issues utilizing Massachusetts laws, regulations, policies and guidance;
- Oversee the compliance and enforcement activities within the Drinking Water Program, ranging from low level (e.g., monitoring and reporting violations) to high level (e.g., unilateral boil water orders, administrative consent orders) enforcement;
- Supervise staff inspections of drinking water facilities, including sanitary survey inspections to ensure consistency in sanitary survey reports.
- Ensure the implementation of relevant environmental regulations, policies, and procedures, including timely execution of new regulatory requirements in accordance with programmatic timelines;
- Provide technical support to NERO drinking water staff, operators/owners of drinking water facilities, and public officials on a range of issues including water treatment, operations, and distribution system compliance;
- Participate in policy, program development and regional coordination for statewide consistency;
- Ensure consistent communication of Drinking Water program issues with the BWR DRD and the NERO Regional Director.
- Conduct and attend technical, enforcement, and public meetings; and
- Perform other related job duties as assigned.

**Preferred Qualifications**:

- In depth technical knowledge and experience with MassDEP Drinking Water regulations, policies and guidance.
- Demonstrated proficiency in reviewing engineering plans and technical reports related to drinking water operations and treatment systems.
- Supervisory experience, including planning and assigning work, conducting periodic work evaluations, and motivating staff to work effectively, and demonstrated ability to manage professional staff performing a wide range of technical and regulatory activities.
- Ability to manage multiple tasks and meet strict deadlines.
- Experience in interacting and coordinating with federal, state and local officials, consultants and general public on Drinking Water Program matters.
- Demonstrated ability to collaborate and work in a team.
- Enforcement experience preferred.
- Demonstrated leadership skills and excellent written and oral communication skills.
- Proficiency in using Microsoft Office (Word, Excel, Access, Outlook) and online coordination platforms (TEAMS, ZOOM).

**Qualifications**

**MINIMUM ENTRANCE REQUIREMENTS**:
Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

- I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environment
