**PROGRAM SPECIALIST III**

**Housing Assistance Division**

**Contract Position**

**POSITION IS LOCATED IN THE ALHAMBRA OFFICE**

**DIVISION OVERVIEW**
- The Housing Assistance Division of the Los Angeles County Development Authority is responsible for the administration of multiple rental subsidy programs, including the Housing Choice Voucher (HCV), Shelter Plus Care/Continuum of Care, Veterans Affairs Support Housing (VASH), and Housing Opportunities for Persons with Aids (HOPWA), for the County of Los Angeles.

**POSITION OVERVIEW**

The FSS Coordinator is to proficiently analyze and assess residents' educational and workforce development requirements, aligning them with relevant local resources. Aid individuals in pinpointing and delving into their career aspirations by crafting personalized training and service plans.

**The FSS Program position is grant-funded, therefore the position will be under a contract position for 6 months to one year.**

**Essential Job Duties**:

- Maintain accurate records.
- Determine client eligibility based on income, deductions and allowances, and family composition, compute housing assistance payments and family rental rates according to U. S. Department of Housing and Urban Development (HUD) regulations.
- Process annual recertifications, interim changes and/or moves including obtaining current third-party verification of participant information per program requirements.
- Resolve concerns between tenants, landlords, and the Housing Authority.
- Schedule and conduct group or individual presentations.
- Interprets and applies HUD regulations and guidelines relating to the FSS program.
- Monitor participant escrow accounts, graduation rates, FSS contracts, and homeownership outcomes.
- Heavy data gathering and reporting of participant information to HUD.
- Perform other related duties as assigned.

**Qualifications**:

- Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a year-for-year basis._

**OPTION I**- Education or training equivalent to a bachelor’s degree from a four-year college or university in Human Development, Public Administration, Social Science, or a related field.-
- Two (2) years of progressively responsible experience in the administration of public programs, Section 8, or housing programs.**OR**

**OPTION II**
- Three (3) years of professional experience in the direct delivery of case management or project management activities.
- Bilingual in Spanish is highly desirable.

**KNOWLEDGE OF**:

- The needs of low-income and/or public housing communities and empowerment models.
- Modern office practices and procedures, business correspondence, proper English usage, spelling, grammar, and punctuation.
- MS Software (Excel, Word, and Outlook).
- Housing program policies and procedures.
- Effective customer service techniques.

**SKILLS AND ABILITIES**:

- Strong analytical and problem-solving skills.
- Strong oral and written communication.
- Ability to document attendance, activities, outcomes, and input into the resident services electronic tracking system.
- Ability to perform case management services, including service coordination, and making appropriate referrals.
- Ability to assess and evaluate resident needs in education and workforce development and match those needs to available local resources.
- Ability to utilizing innovative ideas and tools.
- Ability to maintain accurate records.
- Ability to prioritize multiple projects utilizing effective time management skills.
- Ability to perform well under pressure in a fast-paced work environment.
- Ability to work with minimum supervision.
- Ability to establish and maintain cooperative working relationships with staff, representatives of local government, program participants, community-based organizations, social service programs, and public/private businesses.
- Ability to facilitate regular FSS workshops in collaboration with outside agencies.
- Ability to be sensitive towards individuals from culturally diverse backgrounds, those affected by AIDS, and those facing homelessness.
