This position is to ensure adherence to the mission and values regarding a person-centered, family-supported, value-based Everyday Life for individuals who have an Intellectual or Developmental Disability. This position manages the provision of services/supports to the County’s IDD/EI consumers and their families that will enable consumers to integrate with their families and communities to realize their full potential in a manner guided by best practices/evidenced-based practices to produce desired outcomes in the most cost-effective manner possible.

**Essential Functions of the Job**:
1. Provides oversight and monitoring of daily operations of the IDD/EI programs.
2. Develops and implements policies/procedures for the IDD/EI programs to ensure compliance with Federal, State, and Local regulations.
3. Develops/monitors all base contracts and budgets with IDD/EI service providers; approves all expenses from the IDD/EI budgets within Federal and State allocations.
4. Develops new best practice/evidenced-based programs/services to meet needs of individuals on waiting lists.
5. Provides oversight and monitoring of the ODP/OCDEL Waiver funded services as outlined in the AE Operating Agreement and the ITF Medicaid Waiver Operating Agreement.

**Additional Primary Job Duties**:
1. Evaluates IDD/EI programs/services for quality and cost effectiveness.
2. Serves as OBRA point person for individuals with IDD entering nursing facilities.
3. Ensures staff recruitment and retention for IDD and EI.
4. Handles personnel-related matters.
5. Provides technical assistance to providers in program design and implementation.
6. Coordinates activities/visits for the IDD Committee of the MH/IDD Board.
7. Serves as primary contact for planning with State offices, i.e. ODP and OCDEL.
8. Maintains cooperative relationships with IDD/EI providers, families, and other community agencies.
9. Collaborates with other human service departments, i.e. Aging, MH, and C&Y, within the County.
10. Serves on various committees/boards, i.e. County, State, education, non-profit.
11. Responsible for the development of proposals for additional revenues based on needs of the consumers and the Programs.

**Other Duties of Job**:
1. Makes presentations or conducts trainings for the public or other agencies as needed.
2. Attends training sessions, meetings, or seminars, as needed, or required.
3. Performs other job-related services as required.
4. Requires some evening, weekend work, as part of the job.
5. Travels to perform essential functions of the job.

**Required Experience, Training & Eligibility**:
Five years of progressively responsible experience in the field of social services, including two years in an administrative or supervisory capacity in an Intellectual and Developmental Disabilities social services program agency and a bachelor's degree; master’s degree in related field preferred.

Any equivalent combination of experience and training.

- Meritorious service: defined as the absence of any discipline above the level of written reprimand during the 12-months preceding the closing date of the posting.
