**The Organization**

Human Services Association (HSA) is a private nonprofit agency whose principal mission is to provide families with compassionate and comprehensive care to promote wellness and build strong communities. HSA was founded in Bell Gardens in 1940 and today, HSA serves over 20,000 clients annually on a non-sectarian basis with a range of services that addresses the unique and shared needs of clients of all ages.

**Program Overview**

Our Early Childhood Education Department provides services to 800 children over three distinct programs (Early Head Start, Head Start and State Preschool) at ten school sites. The California State Preschool Program provides a pre-school experience for children ages 3 to 5 in the cities of South Gate and Huntington Park. The Early Head Start Program is a federally funded program that provides a home based and center based program for pregnant women and children ages 0-3 that reside in zip codes of 90201 and 90280. The Head Start Program offers a comprehensive child development program for low-income preschoolers ages three to five years old that reside in zip code 90280.

**Position Summary**:
Under the supervision of the Director of ECE, the ERSEA-Eligibility Technician is responsible for information tracking of recruitment, eligibility, selection, enrollment and attendance system implementation according to Performance Standards and program policies and procedures. Maintains data information management system for developing reports to support timely and accurate information for the program. Maintains a monitoring system and procedures, to determine the eligibility of children at the assigned sites.

**DUTIES AND RESPONSIBILITIES**:

- Serve as a liaison among program staff and community agencies in order to provide Head Start children and families’ quality integrated comprehensive service.
- Ensure that no more than 10 percent come from families that exceed the low-income guidelines, and that at least 10 percent of those served are children with disabilities within the assigned sites service area (via Department Director approval).
- Maintain a system to assure that the funded child enrollment is continuously monitored and maintained at the assigned sites of the program; that recruitment involves those families that are most in need of Head Start services, including previously underserved populations in the assigned service area.
- Ensure that the selection of children and families is based on current enrollment criteria.
- Maintain a waiting list for the assigned center sites and home-based options to facilitate the filling of vacancies as they occur.
- Analyze and report on enrollment data that can/will be utilized for future ERSEA planning within the service area.
- Analyze the causes of absenteeism, and when average daily attendance falls below 85% percent, activate an action/improvement plan in concert with center services staff.
- Implement a monitoring methodology that will ensure that the assigned center sites and home-based options will meet their overall enrollment, recruitment, selection, enrollment and attendance services goals and requirements.
- Perform a variety of outreach activities and recruit eligible children and families for the program; prepare and deliver informational presentations, meet with community agencies and staff to promote involvement in the program.
- Maintain open communication with families, teachers, staff, community, supervisors and Department Director to ensure component is at quality level.
- Complete data entry (Child Plus) and ensures data entry for all enrolled families.
- Prepare and maintain a variety of records (Child Plus), files and reports related to assigned activities and families; assure compliance with applicable laws, codes, rules and regulations; maintain confidentiality of sensitive and privileged information.
