Job Responsibilities
- Development, streamlining, and implementation of workflows to process spatially-explicit datasets in support of National Environmental Policy Act (NEPA) analysis for vegetation and fuel management projects;
- National Forest monitoring, National Forest plan revision and amendment;
- Emergency Action Determinations (EAD), post-fire rapid assessments, fire suppression operations and other emergency activities;
- Development of National Forest Land Management Plans, natural resource monitoring and assessments, and other geospatial analytical support projects.

**Qualifications**:
There are two ways to meet the minimum qualifications.
- A combination of higher education plus experience.
- A totality of experience absent higher education.

Higher Education Plus Experience Option Education

Bachelor’s degree in Geographic Information Systems, Forestry, Ecology, Wildlife Biology, Soils, Geology, Hydrology, Geography or Earth Science, or related natural resource/science degree. Master’s degree from an accredited college or university in GIS or with GIS emphasis is highly desired.

**AND**

Experience

Five (5) years of extensive and progressive experience in a field requiring extensive use of GIS and related tools.

Knowledge of and demonstrated skill in the use of the following software preferred: ESRI GIS products including ArcGIS dashboard, ArcGIS desktop, ArcSDE for Oracle, ArcGIS Pro, ArcGIS Online (AGOL) and associated extensions, ArcGIS Server, Collector, Navigator and Explorer for ArcGIS, PL/SQL Developer, and Microsoft Access databases including numerous other related programs running on a client’s Intra/Extranet servers. Advanced knowledge of scripting languages such as R, R Studio, Python, etc. highly desirable.

Totality of Experience Option

Ten (10) years of intensive and progressive experience in a field requiring extensive use of GIS and related tools accompanied by a High School degree or equivalent. Knowledge of and demonstrated skill in the use of the following software: ESRI GIS products including ArcGIS desktop, ArcSDE for Oracle, ArcGIS Pro, ArcGIS Online (AGOL) and associated extensions. ArcGIS Server, Collector, Navigator and Explorer for ArcGIS, PL/SQL Developer, and Microsoft Access databases including numerous other related programs running on a client’s Intra/Extranet servers. Advanced knowledge of scripting languages such as R, R Studio, Python, etc.

**Location**:
Your primary work location may be either in-person in Vallejo, CA, or remotely in the Pacific Southwest with the ability to periodically access Vallejo, CA in-person. In some situations, you must be available to travel in the Pacific Southwest—including CA and HI—to provide GIS support to wildfire assessment and containment. This could include visits to specific National Forests or Ranger District locations throughout California and Hawaii in accordance with project needs.

Hours of Work

The client will allow some flexibility with daily schedule, but customarily conducts a standard business day within the range of 6:00am to 6:00pm Monday through Friday Pacific Time, except Federal Holidays.

For emergency needs, including wildfire support and post-fire assessment, additional hours may be approved with greater schedule flexibility (including evenings, weekends and holidays), as well as overtime pay.

Background Check

Employees must be able to pass both an ELYON-administered background check, as well as a standardized US Federal Government National Agency Check with Inquiries (NACI) for contractors.

You will need to provide two (2) forms of acceptable identification, a current photograph, and be finger-printed prior to beginning work. A current and successful NACI clearance is required for a contractor employee to work under this contract.
