**JOB INFORMATION**:
Non-exempt; full-time; 40 hours per week; Monday - Friday; 8:00 a.m. - 5:00 p.m.; full-benefits

This position performs a variety of technical and administrative duties in support of Frederick County's Geographic Information System (GIS). Supervision is received from the GIS Functional Team Lead.

**ESSENTIAL DUTIES AND JOB RESPONSIBILITIES**:

- Create, edit, and manipulate geographic data for the purposes of GIS data entry and map production using ESRI geoprocessing tools and extensions
- Perform basic geographic analyses to create and update mapping projects
- Utilize COGO, GPS, geocoding, and other data collection and conversion tools to develop and maintain GIS data layers and databases (data layers include parcels, road centerlines, stormwater management infrastructure, etc.)
- Research and plot deeds and survey plats utilizing survey computations
- Perform quality control to validate data for accuracy and completeness
- Provide general technical assistance to GIS users in other Frederick County departments/agencies
- Evaluate information and data from outside sources to determine data quality
- Work with the public and other governmental offices/agencies to provide data to external users in accordance with Frederick County's GIS data distribution policies and procedures
- Provide clear and accurate communication to the public on general County, land records, and GIS informational topics
- Operate and maintain production scanning and large format printing devices
- As needed, make field visits to support project development
- Assist with the preparation of metadata, procedural instructions, and other documentation
- Perform other related duties as required

**QUALIFICATIONS AND REQUIREMENTS**:
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
- High school graduation or the equivalency
- Minimum 1 year technical work experience in GIS
- Intermediate skills in Microsoft Office Suite (including Word, Excel and PowerPoint)

**KNOWLEDGE / SKILLS / ABILITIES**:

- Knowledge of GIS, GPS, and related technology and related software and hardware, as well as fundamentals of cartography
- Knowledge of techniques used to analyze statistical and spatial data
- Knowledge of principles of quality control and quality assurance
- Strong and effective written and spoken (English) communication skills, including the ability to accurately interpret technical data and regulations, to prepare illustrations for use before general audiences, and provide technical information in layperson's language
- Ability to develop and maintain effective working relationships with public officials, co-workers and the general public

**PREFERENCE MAY BE GIVEN FOR**:

- Associate's degree or higher in an IT related field
- Experience or training in interpreting plats and deeds for the purpose of mapping property boundaries or other features
- Recent experience (within the last 5 years) using ESRI's ArcGIS Desktop software
- Related work experience at the local government level
